Evaluation of Sites for Park, Recreation, and Forestry Department <br /> South Athletic Complex City of Lino Lakes <br /> Evaluation Sheet for Parcel "E" <br /> Location: 62nd Street and Hwy.49 Zoning Status:Rural <br /> ErcelSize: Approximately 88 Acres MUSA Line Status:Outside Current Metropolitan Urban Services Area <br /> Evaluation Criteria Evaluation Statements <br /> Location The site is bounded on the south by 62nd Street. It lies furthest to the west of the sites being <br /> "Is the site centrally located with respect to considered.Although it is not centrally located,it is situated just south of the most densely <br /> user populations and other park system populated area (in this half of the city). <br /> components?" <br /> Site Size, Shape,and Orientation The site is approximately 88 acres in size,of which about 23 acres are classified as wetlands. <br /> "Are these conducive to the type of facilities Although the amount of acreage under wetlands in and of itself causes significant constraints <br /> programmed for this site?" on site development,their location causes even larger concerns. Located in the center of the <br /> site, the wetlands make it difficult to use the available high ground effectively and efficiently <br /> with respect to facility design and layout. <br /> Topography Most of the higher ground is fairly level.posing no significant constraint on site grading or <br /> II slopes and drainage patterns inhibit drainage. <br /> aelopment?" <br /> Soils Most of the higher,non-wetland areas have fine sand soils. Although topsoil is limited,the <br /> "Are subsoils and topsoils suitable for this subsoils are acceptable for this type of development and should not pose any significant <br /> type of development?Will the watertable development constraints. <br /> interfere with development?" <br /> Vegetation/Wetiands As stated,the 23 acres of wetlands(which are protected)will pose a significant constraint on <br /> "Will vegetation provide buffering ?Will it site development and are the most important concern about this site. The remainder of the site <br /> conflict with site development?"Will wetlands is used for agriculture or is lying fallow.Several pockets of trees and shrubs can also be found, <br /> interfere with site development? mostly adjacent to farm home sites and residences. The water bodies and wetlands do, <br /> however,help provide buffering between the site and adjacent land use, particularly to the <br /> north. <br /> Vehicle Access Although vehicular access is good,it has some important limitations. 62nd Street,which is a <br /> "is the site accessible from arterial or proposed collector street on the south side of the park, has yet to be upgraded to that status. <br /> collector streets?" There are also a couple of potential connectors on the north side of the site—West Shadow <br /> Lake Drive and Coyote Trail.These,however,have some limitations.Although West Shadow <br /> Lake Drive is a State Aid Road,it does traverse through a residential area,creating a situation <br /> where user traffic is being directed through a residential area.Coyote Trail is clearly a <br /> residential street and therefore not well suited for servicing a major athletic complex. <br /> Trail Access Although not extensive,site access via trails is available. In this case,the linear trail corridors <br /> "Is the site accessible from the community north of the site would provide the main trail access.
