Woodridge Estates - Marty explained that this should
have been platted with trails, and that he (Mart) is still
checking correspondence in the City files referring to the
original development plans, etc. He also noted that Rick
Carlson is concerned that if he should put the trails in now
with new houses going in -that the platted trails will be run
over. Ray Johnson thinks that at least 90% of the people
building here are not aware that there will be trails, and
that he wants to be assured that people buying property will
know in advance. Marty will make sure Rick Carlson is aware
of how Ray feels about this issue. Ray thinks that all the
people affected should get a letter to know this, perhaps put
up trail signs.
Focus Meeting - Both Don and Marty expressed how vital
this first meeting is to the future of the city parks. Ray
informed Marty that he will be unable to attend the meeting
because of a conflict in his schedule. Marty asked that he be
able to document Ray's feelings so that he could present them
to Brauer and Associates at the meeting on November 20th.
Pheasant Hills = Don explained that Ed Vaughan is coming
in with his development in phases. The developer wants to
dedicate only a portion of his previously agreed upon land
dedication requirements, this being the peninsula, and
dedicate the remainder of the land dedication with future
phases. Don asked whether Park Board agreed with the idea of
phased land dedication with phased development. He further
added that when Park Board review this subdivision, they
review the entire concept, not just a phase. Don believes
that phasing park land dedication with development will
become very unorthodox, and difficult to track. Also it will
be leaving open a door for change in land dedication as
future phases develop. The Park Board had agreed at an
earlier meeting with the developer that the dedication of the
so called "peninsula" and "island" would meet all park land
dedication for the entire parcel to be developed by Ed
Vaughan. Ray agrees - "get the title to the property as soon
as possible. " Ray Johnson made a motion that the title for
all dedication be conveyed to the City at the time of final
approval from the council. The motion was seconded and
carried.
OTHER OLD BUSINESS: Ray brought up the school property on
Birch. Is there a possibility of getting this dedicated for
parks from the School Board? He thinks we should approach
the School Board, possibly even purchase it as it is a
perfect piece to develop.
Page 3
