OLD BUSINESS: <br /> North Metro Recreation Joint Powers Agreement - Marty <br /> Asleson gave an update on the Joint Powers Recreation <br /> Agreement. He informed the board that all City leases and <br /> agreements are on hold at this time until the Council can <br /> review them. The final draft of the agreement has been typed <br /> and sent to all involved parties. All the other City Councils <br /> have approved it. Lino Lakes City Council will review this at <br /> their next council meeting. <br /> Rice Lake Estates Lease Agreement- Our council will be <br /> reviewing this again also. Marty says that our attorney is <br /> working on the proper wording. The agreement is not ready to <br /> show to Circle Pines yet. Bill Hawkins, Lino Lakes City <br /> Attorney wants to know how many years to make the lease <br /> agreement for. Ray Johnson thought 25 years, with a review in <br /> 15 years built in to the agreement. ( Marty showed a map of <br /> the area, and gave the projected cost of the phases of <br /> development. ) This being $8225.00 for Phase I and 7875.00 for <br /> Phase II. Another $3830.00 was cited for benches and picnic <br /> tables, $4150.00 each for the cost of 24 ' hexagon shelters, <br /> and $1282 .00 for refuse cans. Also discussed were the 2 extra <br /> lots the city owns adjacent to the area. Ray Johnson made a <br /> motion to authorize Marty to get an appraisal on lots 1 & 2 - <br /> '� block 2 of Rice Lake Estates, at a cost not to exceed <br /> $300. 00. Motion was voted upon and carried unanimously. <br /> Birch Park - Marty handed out maps of the Park. He <br /> explained the purchase of the additional 1 1/2 acres from the <br /> Whitcombs for the Tot Lot. All is being handled up to this <br /> point - next will be the approval of the design concept. <br /> Marty gave projected costs of the phases of development - <br /> Phase I is $7570. 00 , Phase II is $8255. 00. An additional <br /> $4020.00 was cited for benches, tables, grills, etc. , and <br /> $3090.00 for other miscellaneous playground equipment. Marty <br /> would like to see some spring type riding toys, swings and <br /> the like. Don Volk commented that no budget was ever <br /> established for this park. George Lindy asked Marty to dig <br /> out the figures on how much has been spent on parks so far, <br /> and how much is left in the budget. And also to find out <br /> where the funds are coming from before the next meeting. <br /> Marty felt it might be a good idea to contact the neighbors <br /> now to get their feelings. Ray Johnson suggested we invite <br /> them to the next meeting and get their input, also this would <br /> be a good time to get their feeling on the Centennial Little <br /> League program for the park, even though their plan has been <br /> approved. <br /> Page 2 <br />
