i
PARK BOARD MEETING
October 1, 1990
The meeting was called to order by Vice Chair Bob Williams at
7 : 00 p.m. at Lino Lakes City Hall. Members present were:
Candace Toffoli, Bob Williams, John Baumann, Ken Johnson,
Bill Nissen, and George Lindy. Absent was Ray Johnson. Staff
in attendance were: Marty Asleson, Parks Superintendent and
Carole Kohler, Parks Secretary.
CONSIDERATION OF MINUTES:
The minutes of the September 5, 1990 meeting were approved as
presented.
OPEN MIKE:
No one appeared under open mike.
NEW PARK DEDICATION FORMULA:
In the absence of Don Volk, Marty Asleson explained the new
park dedication formula. He feels that this is a more fair
way to charge developers, and also recommended raising the
lot price from $400. 00 to $500. 00 per. Marty explained the
need to get additional monies into the dedicated park fund to
purchase raw land in other areas where parks aren't practical
in a particular development. Bill Nissen questioned the
"changeability" of the new formula. What if developers aren't
completely honest about fair market value when they present
the development to the city for consideration? Marty
explained that this probably couldn't happen as the County
has assessed values recorded, but that he would check into it
further. George Lindy questioned the density to percentage
table currently used in figuring the new formula. He
suggested the change be made to read:
Density in Units/Acre
FROM: TO:
0 TO 3 0 TO LESS THAN 3
3 TO 5 3 TO LESS THAN 5
5 TO 7 5 TO LESS THAN 7
7 TO 9 7 TO LESS THAN 9
10 OR MORE 9 OR MORE
PERCENTAGE OF LAND DEDICATION WILL STAY THE SAME.
A motion was made by George Lindy to accept the new park
'' dedication formula as presented with noted changes to density
