Bob Williams questioned <br /> whether all the funds have to come from the park board fund. <br /> Marty then asked whether the board still wanted a focus <br /> meeting. All the members agreed that there is a need for a <br /> first meeting, a question and answer type of meeting before <br /> they decide on the next step. The date of the first Focus <br /> meeting was set for Tuesday, November 20, 1990 - 7: 00 p.m. at <br /> the city hall. Staff will send invitations on behalf of the <br /> park board to all other boards, council and administrator. <br /> PARKS, REC AND FORESTRY UP-DATE: <br /> Marty reported the final document was finished on the Joint <br /> Powers Agreement. There are a couple of issues still not <br /> resolved, such as: added votes as far as population, and what <br /> would happen to funds if a city broke away from the <br /> agreement. There is a meeting set for October 11 with the <br /> steering committee and Administration to try and resolve the <br /> issues. Ken Johnson asked if an invitation had gone to our <br /> council seeing that we are without a liaison. Marty will see <br /> that the council gets notified right away. Ken Johnson <br /> brought up the part of the agreement that dealt with <br /> attendance, that there should be some rules set for excused <br /> and non-excused absences for city representatives. All the <br /> board agreed to "just sign it and get it over with. " <br /> PARKS - Marty reported that the irrigation system is in and <br /> grass is green and growing, it looks nice. Don Volk got a <br /> good deal on bituminous re-grind from streets being torn up <br /> and was able to do the parking lots at Sunrise and Birch <br /> Parks. George Lindy asked the status of the portable building <br /> as Birch Park. Marty explained that it was on lease purchase. <br /> George stated that it looks much nicer there now since the <br /> fields are done. Marty says these buildings could be added to <br /> different parks for other things such as Shenandoah in the <br /> winter for the rinks, etc. He also noted that the city is <br /> looking at the purchase of a tanker to be able to flood the <br /> rinks more efficiently. <br /> FORESTRY - Marty reported that the vibratory plow work would <br /> start soon. The city may be able to look at the purchase of a <br /> plow with matched funds from the County. He says many trees <br /> are ding from the drought of recent years, and the plow is <br /> definitely needed. John Baumann questioned how the pine bark <br /> beetle traps did this year. Marty explained that the beetle <br /> population is down this year, therefore the traps haven't <br /> shown much so far. <br /> OLD BUSINESS: <br /> There was nothing brought up under old business. <br />
