of this agreement. If during the six (6) month period all <br /> member interpretation or application of the specific terms of <br /> this agreement, the dispute shall be forwarded to the Anoka <br /> County Mediation Service or a similarly appropriate mediation <br /> service. If the municipalities can not mutually agree, <br /> through the mediation process, within 90 days as to the <br /> interpretation or application of a specific term in question, <br /> then a majority vote of member municipalities will initiate <br /> the submission of the issue to arbitration as defined in <br /> Section 2 . <br /> Section 2 . Arbitration. In the event of a failure of <br /> a party to perform its obligations under this Agreement, any <br /> other aggrieved party or parties may take appropriate legal <br /> action for such nonperformance; however, when there is a <br /> disagreement between the City Councils and School District as <br /> to the meaning or application of the terms therein, or as to <br /> respective rights, powers, duties and obligations of the <br /> cities and School District, and the disagreement cannot be <br /> amicably resolved, any city or school district may submit the <br /> matters in dispute to the board of arbitration created <br /> pursuant to the provisions of Minnesota Statutes, Chapter <br /> 572, and the disagreement shall be arbitrated in accordance <br /> therewith.
