PARR BOARD MEETING <br /> September 5, 1990 <br /> discussed, can now be considered for development. The park <br /> board should keep this in mind for future development <br /> scheduling. <br /> The south east corner of that development on 12th and Birch <br /> is the location of the park land. <br /> PHEASANT HILLS PRESERVE APPROVAL <br /> The city council has approved the preliminary concept of <br /> Pheasant Hills Preserve. First phase construction is <br /> scheduled to start in the spring/summer of 1991. <br /> This means the park land dedication as previously negotiated <br /> with the developer and park board will be completed in the <br /> near future. The park board again should consider these park <br /> lands for development scheduling in the future. <br /> Don Volk added that staff needs to go out to the park site of <br /> the peninsula and island and define the boundaries of the <br /> park site. Once the boundaries are flagged the area can be <br /> measured. Then development can start to occur. <br /> Don also talked about the trails within Pheasant Hills. He <br /> said that the developer did a nice job in that respect with <br /> trails looping throughout the project. <br /> PRESENT STATUS BIRCH PARR DEVELOPMENT <br /> The present status of Birch Park development is as follows: <br /> The additional land purchase directly adjacent and south <br /> of Birch Park has been approved by city council. The <br /> purchase documents are now being prepared. <br /> Irrigation of the park is now completed. <br /> The parking lot is expected to be completed, both curb <br /> and blacktop surface, by the middle - end of September. <br /> The establishment of trails in the park are planted to <br /> be completed before November 15th. This will include <br /> blacktop surfacing. <br /> Park staff hopes to get the tree planting substantially <br /> completed this year. Trees have been donated by the <br /> Lino Lakes Correctional Facility, and will be moved with <br /> the new tree spade. <br /> With the time schedule, the park should be substantially <br /> complete by the end of this construction season. <br /> Surface rock has been picked up, but once irrigation was <br /> installed, more rock will be removed from the park. <br /> Page 4 <br />
