PARR BOARD MEETING <br /> September 5, 1990 <br /> Also, a buffer will be created between the residential area <br /> and park by transplanting trees from the Correctional <br /> Facility. <br /> JOINT POWERS AGREEMENT <br /> The final draft is completed and the park board was given a <br /> copy to review. <br /> This will now go before the city council for approval. <br /> Marty Asleson felt that other cities will be in favor of <br /> adding the clause to the agreement to add new team members as <br /> population increases. This was done gradually enough to not <br /> unbalance the board. <br /> Don Volk added that once Lino Lakes grows it will be feasible <br /> to form Lino Lakes' own recreation committee. <br /> The committee has worked on the joint powers agreement for <br /> three and a half years. The agreement can be amended as <br /> needed. <br /> BITUMINOUS TRAIL. SO. RESHANAU LAKE ESTATES 1ST ADDITION <br /> A*ON The city public works department will attempt to complete the <br /> bituminous surfacing of the trails in this subdivision. It <br /> is not known at this time whether city crews will be able to <br /> complete this project. As wet conditions in this area may <br /> force a delay in completion. However, the attempt will be <br /> made this construction season. <br /> Don Volk said that he is not sure the existing trail can hold <br /> the weight of the city's current equipment. It might be <br /> possible the city could rent smaller paving equipment to <br /> complete this project. <br /> Trails will be paved in Reshanau Lake Estates So. , Sunnygate, <br /> Sunrise Meadows and Birch Park this year. <br /> RICE LAKE ESTATES PARK <br /> The information to draw up a lease agreement with Circle <br /> Pines for park land in Rice Lake Estates has been sent to the <br /> City Attorney. <br /> The park board should consider at this time whether to sell <br /> the two parcels of land now, that was the original park <br /> dedication. The money can be used to develop the cooperative <br /> park. Don Volk suggest that the city obtain a land <br /> appraisal, and if the park board wishes to sell, do so at <br /> that time. <br /> r <br /> Page 5 <br />
