`1 <br /> r <br /> TO Planning Commission, City of Inver Grove Heights <br /> FROM Bill Meeker, Planning Supervisor <br /> DATE November 2, 1989 <br /> SUBJECT CITY CODE AMENDMENT - Amendment to City Code Section 510.09, <br /> Dedication of Lands for Public Parks, Trails, Playgrounds and <br /> Public Open Space Areas. <br /> A public hearing has been scheduled for Tuesday, November 7, 1989 to consider <br /> proposed amendments- fo� the City' s Park Dedication Ordinance. As you will recall, <br /> Bruce Anderson, Parks and Recreation Director, appeared before the Planning <br /> Commission on October 3, 1989 to summarize the changes to be made. (A memo from <br /> Mr. Anderson was provided with your October 3, 1989 packet to provide background <br /> information. ) <br /> Basically, two changes are proposed as follows: <br /> 1. Park dedication fees for residential lots lying within the City's <br /> Urban Service Area (MUSA) are to be increased from $330.00 to <br /> $400.00 per dwelling unit. Fees for residential lots lying <br /> outside of the MUSA are to be increased from $200.00 to $240.00 <br /> per dwelling unit. <br /> 2. Formerly, the Park Dedication Ordinance included a map which <br /> divided the City into two areas, the "Red" area and the "Green" <br /> area. The boundary between the "Red" and "Green" areas generally <br /> conformed to the City' s MUSA boundary as it exists today. At the <br /> time the map was incorporated into the ordinance, however, the <br /> boundary simply represented the staff's best guess as to where <br /> urban development would occur in years subsequent to the adoption <br /> of the ordinance. The elimination of the map will permit the <br /> City to expand the area in which "urban" park dedication fees <br /> are collected when areas are incorporated into the MUSA, without <br /> the necessity for amending the ordinance.
