PARK BOARD MINUTES June 5, 1989 n The regular Lino Lakes Park Board meeting was called to order at 7 : 04 p. m. at the Lino Lakes City Hall . Members present were: Chairman Ray Johnson, Bill Nissen, Ken Johnson, John Bauman, and Robert Williams . Also present were : Councilmember Andy Neal ; Public Works Director, Don Volk; and Planning Secretary, Laura Elken. CONSIDERATION OF MINUTES John Bauman moved to approve the April Park Board minutes as written. Bob Williams seconded the motion, and the motion was approved unanimously. CONCEPT PLAN REVIEW OF JUSTIN HOME BUILDERS/JIM HELD, APPLICATION *89-12, *89-13, AND *89-14. Jim held presented a concept plan for Willow Ponds - Townhomes located west of the Catholic Church, south of I- 35W, and north of Elm Street . Willow Ponds did receive approval from the Planning and Zoning Board in May. There are 70 homes planned for this development . Jim Held stated that an allowance of $1 , 100 . 00 per unit has been budgeted for landscaping, with a total amount of $75 , 000 to $80 , 000 to enhance the site. There is a row of pine trees near the freeway. The applicant is leaving 60 feet from the trees to the townhomes for open space. There is a tot lot planned with non-movable playground equipment . Mr. Held stated that swingsets , merry-go-rounds , and other movable playground equipment is not allowable. The liability insurance for moveable playground equipment is too expensive for it to be feasible. Trails are planned from the south east end, along the roadway, running near the pond, and connecting the open spaces together. MOTION: Ken Johnson moved to request a $400 . 00 per unit park dedication for Willow Ponds Development , and all trails be established per city trail ordinance. Bill Nissen seconded the motion, and the motion was approved unanimously. Jim Held asked for an overall decrease in landscaping. The board stated that will have to be discussed at the next Planning and Zoning meeting. Page 1
