PARK BOARD MINUTES <br /> February 8, 1989 <br /> n <br /> issues, specifically, Arbor Day preparation. <br /> Park Board Members John Bauman, Candy Toffoli and Bob <br /> Williams volunteered to work with Mike Hoffman on Arbor Day <br /> preparation. This subcommittee will meet prior to the March <br /> 1989 Park Board Meeting. Forestry issues will be brought up <br /> at 6: 30 p.m. , before the March 6th Park Board Meeting. <br /> Jeanette Monear discussed Pine Bark Beetles, and stated that <br /> we will see approximately 25% mortality this year, and <br /> possibly as much as 50% mortality if we experience another <br /> drought like we did in 1988. Traps cost $40 . 00 each. Once <br /> the trap is purchased, the Pheromone is $3. 00 per trap. <br /> Don Volk stated we are in the starting phases of a new <br /> Builder' s Day for 1989. Don would like to make it mandatory <br /> that Developers attend. He would like any input as to how we <br /> can make Builder' s Day more desirable for the Developers to <br /> attend. Construction damage will be discussed. Park Board <br /> will be informed of any updates. <br /> Subdivision Ordinance Amendment *89-02 to Require Trails/ Don <br /> Volk <br /> Don contacted our insurance company and our liability does <br /> not increase by installing trail systems in our city. <br /> Don Volk and Laura Elken are working on a presentation to <br /> Council and Park Board regarding trail systems in other <br /> cities, what future maintenance costs will be, if there have <br /> been any complaints from nearby residents, and who enforces <br /> the use of the trails, (i. e. make sure that 3-wheelers do not <br /> use the hiking trails etc. . . } This report will be submitted <br /> to Park Board and Council at the March 6th meeting. <br /> Don Volk stated that he has talked to Ramsey and Anoka <br /> Counties, and they have no problems with motorized vehicles <br /> in their regional parks. <br /> Harold Bisel stated that the trail systems was the #1 request <br /> on the residents survey, and that he feels its great that the <br /> Park Board has addressed the survey. He feels the Park Board <br /> should pursue this issue. <br /> Some clarification is needed as to who is responsible for the <br /> trails; Trails will not be part of a park dedication, but <br /> rather be a requirement by the Developer as part of the <br /> Developers Agreement. The city' s park department will <br /> maintain the trails. <br /> ERICKSONS PARK UPDATE: <br /> As previously discussed, the property owner was undergoing a <br /> land dispute.
