PARK BOARD MEETING SEPTEMBER 7, 1988 <br /> Tara Blamer, from Merrill Lynch presented a proposal to Park <br /> Board, for the City to purchase two parcels of land for park <br /> use. The Park Board felt it wouldn' t be cost effective to <br /> purchase this land. <br /> This item was tabled until the Park Board meets in October. <br /> COMPREHENSIVE PARK PLANS : RON STAHLBERG <br /> Mr. Stahlberg discussed a proposed city park on the Ernie <br /> Apitz Property adjacent to the Anoka County Regional Park. <br /> Chairman Johnson and Mr. Volk had discussed a possible park <br /> .location on the Ray Miller property, if the Apitz property <br /> was not available for park. <br /> He suggested approaching the owners, suggesting a "Lifetime <br /> Estate and use of the land" . Mr. Stahlberg explained the <br /> Apitz property abuts the Regional Park and could easily be <br /> tied into their trail system which could lead to the <br /> Shanandoah' s additions. <br /> Mr. Apitz has previously been spoken to by phone, and he <br /> said he was not willing to sell his property to the City. <br /> However, the idea that the property would be developed for <br /> park land with a lifetime estate may be more appealing to <br /> him. <br /> Mr. Volk noted that the staff has discussed co-ownership of <br /> property such as Mr. Apitz with the Centennial School <br /> District . <br /> MOTION: George Linde is recommending to City Council to <br /> purchase the Ernie Apitz property, located at the N. E. <br /> quadraunt of highway 49 and Birch Street for future City <br /> Park Land and that it be specified as a "Life Estate" for <br /> Mr. Apitz . Ken Johnson 2nd the motion and the motion was <br /> carried unanimously. <br /> Mr. Stahlberg stated that the Park Board, when looking at <br /> parks, be aware of any special assessments pending, and how <br /> they are going to be paid. Special Assessment policies do <br /> not differenciate between any property owner. <br /> The one thing Mr. Stahlberg likes about the Apitz property <br /> is the City will not have to worry about any assessments. <br /> Page 3 <br />
