MEMORANDUM <br /> TO: LINO LAKES PARK BOARD <br /> FROM: JOHN MILLER, CITY PLANNER <br /> DATE: NOVEMBER 16, 1987 <br /> SUBJECT: CHANGING PARK DEDICATION FEES <br /> WHERE THE CITY IS NOW: The subdivision ordinance is that <br /> part of the city code that provides the authority for Lino <br /> Lakes to take land and money from developers for park <br /> purposes. There is nothing unique about this . Minnesota <br /> statutes allow all Minor Civil Divisions to do it and to my <br /> knowledge every township and municipality in the <br /> seven-county metropolitan does require the "park <br /> dedication. " <br /> That' s about where the similarity ends though. Each local <br /> unit of government has some freedom to establish the amount <br /> of land or money that it will take. In December of 1986 <br /> Lino lakes amended its subdivision ordinance to establish <br /> the following rules. <br /> * The city may choose either land or cash <br /> * For residential , commercial , and industrial <br /> development the city may take 10 percent of the <br /> total land area. <br /> * In place of the land the city may choose to take <br /> $160. 00 per dwelling unit for residential <br /> developments. <br /> * In commercial and industrial developments Lino Lakes <br /> may choose to take cash equivalent to ten percent of <br /> "fair market value" of the undeveloped land. <br /> * The money is placed in a dedicated park fund and can <br /> be used only for park purposes. At present there is <br /> $134, 362 . 54 in the fund. <br /> WHAT OTHER PLACES ARE DOING: <br /> This is so complex we've got to look at each part of the <br /> dedications individually. The commercial and industrial <br /> park requirements are the easiest , so let ' s start with them. <br />
