About three or four
years ago, roughly half of all places in the metropolitan
did not require any park dedication for commercial or
industrial development. Obviously the trend has been toward
the requirement . Moreover most places require ten percent
of the site if land is taken.
The second trend (neither are shown in the first table) with
park land dedication is the use of a formula other than "ten
per cent of the value of the undeveloped land" when cash is
chosen instead of land.
FORMULA REQUIREMENTS FOR DETERMINING
COMMERCIAL AND INDUSTRIAL LAND
DEDICATION PAYMENTS
PLACE FORMULA FOR DEDICATION
Apple Valley $15 , 000 per acre X 10 percent
of land area
Eden Prairie $2, 300 per acre
Woodbury $1 , 200 per acre industrial
$1 , 500 per acre commercial
$1 , 000 per acre office
Eagan Four cents per square foot
of development minus
roadways
It ' s interesting that the places going to the formula are
all fast growing, quality oriented communities . One of the
main 'reasons for the formula is ease of negotiation.
Instead of requiring proof of the land' s value, the city
quickly multiplies the amount by the size of the parcel and
the cash amount if determined. Clearly this is the trend
and ten years from now many more places will be using
commercial/industrial formulas .
