PARR BOARD MEETING <br /> SEPTEMBER 8, 1992 <br /> will possibly be coordinated and run through our parks and <br /> recreation programs next year. <br /> Report on discussion of wetlands, trails, park land acquisition and <br /> development with Army Corps of Engineers - Marty Asleson reported <br /> on a recent visit he had with Joe Feller and Tom Yanta of the Army <br /> Corps of Engineers. Marty felt that with the on going changes with <br /> regards to wetlands and land use , it might help to clear up some <br /> confusion if he were to visit personally with the Corps. He reports <br /> that trail issues and connecting trail systems are being <br /> scrutinized by the Corps. An example of how much and how often the <br /> laws change is evidenced by the Park Grove development. It seems <br /> that when a developer starts out the laws are one way and then <br /> changed before he finishes the project. Marty feels that in order <br /> to get the end result hoped for, the city must take a more pro <br /> active role and possibly get involved in the physical lay out of <br /> the trails. He also suggests that the City rather than the <br /> developer go through the permit process in respect to particular <br /> areas where fill is allowed with permitted use. The surface water <br /> management plan currently being worked on will also be very helpful <br /> in dealing with the Corps for future projects. Marty will try to <br /> set up a similar meeting with people from the Rice Creek Watershed <br /> District. <br /> There was no other new business. <br /> ADJOURN• <br /> A motion to adjourn was made and seconded.
