CITY OF LINO LAKES <br /> PARK BOARD MEETING <br /> August 3, 1992 <br /> wetland. Recommendation by the board at that meeting was to accept <br /> the park dedication proposal as originally presented in March of <br /> 1990. That was to see that the park land and trails be brought up <br /> to grade when phase 2 (Park Grove) was developed. <br /> Mr. Rick Carlson, the developer explained that when he originally <br /> presented his park dedication proposal in 1989 this property was <br /> not considered wetland, but since then DNR and wetland regulations <br /> have changed. However, he still feels that this land has a value <br /> and would like the park board to consider that it has "marginal" <br /> use as a passive park. Marty Asleson pointed out that the <br /> comprehensive park plan calls for an active park here. It really <br /> doesn't matter where the 10 acres come from, they could be included <br /> with land to the south. Mr. Carlson says that this land is not too <br /> low to be mowed, and he will obtain a letter from the DNR to that <br /> effect. <br /> After lengthy discussion, Don Volk suggested that the park <br /> dedication question could be agreeable if the city were to accept <br /> the 3 . 5+ acres of usable park land and approximately 10 acres of <br /> wetland as park dedication, and continue to hold the land per the <br /> Pineridge agreement for outlot "D" in the Pineridge developers <br /> agreement until the developer can prove to the city that the 10 <br /> acres is usable park land. <br /> MOTION: Ray Johnson made a motion to recommend to council that the <br /> park board accept 3 . 46 acres of high ground and the remaining <br /> approximate 10 acres in wetland that is not under water for park <br /> dedication, and once the developer shows it to be usable, the City <br /> will return the land being held in escrow in the Pineridge <br /> developers agreement. Motion was seconded by Brian Bourassa. All <br /> were in favor, motion passed. <br /> NEW BUSINESS• <br /> Apollo Meadows - Gary Uhde, developer of Apollo Meadows was in <br /> attendance to present his proposal for his development. This <br /> development, presented to the park board last year as the Tilsen <br /> Property is ready to get under way. It is located just south of the <br /> Sunset Oaks development, and is bordered by I-35W to the south and <br /> Sunset Road to the west, and will be comprised of 42 lots. Apollo <br /> Drive is a new street coming west off of the freeway. <br /> In being consistent with the comprehensive park plan, there is no <br /> need for land dedication for a park, but Mr. Uhde will run a . 5 <br /> mile transportation trail along the western border of his <br /> development. This trail will be located in the existing road right <br /> �•., of way. Staff will work with Mr. Uhde to see that the trail curves <br /> 2 <br />
