The trail will be extended when the bridge is upgraded and <br /> a pedestrian path provided for on the bridge. The, balance of the <br /> park dedication will be in cash at the rate of ;$600 per lot. <br /> ..�t2-4x—'? <br /> MOTION: Brian Bourassa made a motion to accept the preliminary plat <br /> with the trail concept as presented above by Mr. Uhde, and a cash <br /> dedication for 42 lots, with the understanding that Mr. Uhde will <br /> work with staff to locate trails in the proper place. Motion was <br /> seconded by Ray Johnson. All were in favor, motion carried. <br /> Report on surface Water - Mr. Joel Schilling, Senior Scientist <br /> employed by our consulting engineering firm, SEH and Mr. Rocky <br /> Keehn a hydrologist/engineer and a Lino Lakes resident, also <br /> employed by SEH were invited to attend a park board meeting to <br /> answer questions pertaining to surface water and water condition <br /> problems in the City. <br /> In the audience were 13 residents of D. Erickson 2nd Addition who <br /> were concerned about the pond behind their houses. Several of these <br /> homeowners have property on Pheasant Run where the backyard adjoins <br /> the pond. They say that the pond has become overgrown with weeds <br /> and wonder how to get rid of them. Mr. Schilling explained that if <br /> this was planned as a sediment pond, then it will probably have to <br /> be maintained over time. He says harvesting is the preferred method <br /> of weed removal. There was some discussion regarding whether the <br /> City is responsible to maintain the pond or not. There also were <br /> questions concerning the liability issues involved concerning the <br /> pond. Ken Johnson questioned whether the City is responsible for <br /> the maintenance of such ponds, and if they are, does it have any <br /> plans for maintenance? Marty Asleson will check on this. <br /> Mr. Keehn explained that the City is in the process of setting up <br /> a water management plan, and he will be classifying bodies of water <br /> in the City next year. The pond maintenance issues will probably be <br /> addressed at that time. <br /> Ken Johnson thanked both Mr. Schilling and Mr. Keehn for the very <br /> interesting and informative discussion. <br /> City Celebration - Marty Asleson reported on the progress of <br /> the Lino Lakes Summerfest Committee. He reports that there were a <br /> few questions regarding insurance and liabilities, all of that has <br /> been taken care of. There has been a lot of support from the <br /> citizens in the community, including one man who donated his time <br /> and equipment to level the area where the Little Britches Rodeo <br /> rs will be held.
