a <br /> PARR BOARD MEETING <br /> JUNE 1, 1992 <br /> Old Business: <br /> COMPREHENSIVE PARK PLAN - Marty Asleson referred the board to <br /> information contained in their packets and explained that the <br /> Comprehensive Plan has been reviewed by Springstead and Associates, <br /> the city financial advisors. They suggested several sources for <br /> funding the plan such as bonds, referendums, etc. Marty reminded <br /> the board that these suggestions and figures from Springstead are <br /> to be considered planning tools in order to get through the plan. <br /> The City Council has suggested that a public hearing be held at <br /> Park Board level rather than at the City Council. <br /> The date for a public hearing to present the Comprehensive Park and <br /> Recreation Plan and Development Guide is scheduled for Wednesday <br /> night, July 1, at 6: 30 pm in the council chambers. The official <br /> notice will be published for the first time in the Quad Community <br /> Press on June 16th. <br /> Brian Bourassa questioned the figures used for phase I. Marty <br /> Asleson explained that part of adopting the plan would include <br /> funding alternatives. He (Marty) says the public hearing will <br /> include an organized presentation of the Comprehensive Plan. The <br /> public hearing will be used to "test the waters", to get reaction <br /> and comments from residents of the City. <br /> There was no further discussion. <br /> New Business: <br /> THE COTTAGE HOMESTEADS OF WILLOW PONDS. - George Lindy asked Mr. <br /> Michael Saxton, the representative of Cottage Homesteads of <br /> America, Inc. to make his presentation now. Mr. Saxton was <br /> scheduled to appear this evening under new business. His company is <br /> in the process of planning a development of condominiums for <br /> seniors over 55. This senior housing project would house 90 rental <br /> units, and be located between I35 on the north and Elm Street on <br /> the south, just west of St. Joseph's Church. Mr. Saxton explained <br /> that the plan is to keep this housing affordable. Priority renting <br /> would be given to Lino Lakes residents. There will be 1512 foot <br /> activity room in this project. Rent here will be $480 month for a <br /> one bedroom unit and $560 per month for two bedroom units. This <br /> includes utilities and a garage. <br /> Marty Asleson noted that Sunrise Park is the dedicated park for <br /> this area. Mr. Saxton explained that the development will have a <br /> five foot bituminous walking trail along the front of the entire <br /> project parallel to Elm Street. The company has already submitted <br /> the site plan, landscaping plan, and engineering plan to the City <br /> 2 <br />
