PARR BOARD MEETING <br /> JUNE 1, 1992 <br /> together with the zoning application and processing fee, and feels <br /> that the City Council is looking favorably on this project. <br /> Mr. Saxton asked that the Park Board waive the park dedication fee <br /> and pointed out that the developer could pay for the bituminous <br /> cover over the walkway thereby fulfilling a park dedication. He <br /> feels that this would help in keeping this housing as affordable as <br /> possible. Brian Bourassa asked Mr. Saxton if he knew what the cost <br /> of the bituminous walkway would be. Usually the city does the <br /> bituminous paving on walkways, maybe the cost of the paving could <br /> help to balance out the park dedication cost. Mr. Saxton didn't <br /> have the figures at this time. Ray Johnson questioned whether Mr. <br /> Saxton felt a recreational area for seniors wasn't necessary. He <br /> thinks that the age group of 55 doesn't fit into the senior <br /> category and recreational areas should be provided for this group. <br /> They will be using our parks a lot, why shouldn't they pay? Mr. <br /> Johnson also expressed that he thinks the cash dedication figure of <br /> around $21, 000. is not a whole lot of money for a project this <br /> size. Marty Asleson mentioned to Mr. Saxton that he may want to <br /> consider some open space activity area for visiting grandchildren <br /> and exercising, etc. <br /> Ray Johnson also expressed that there is an Ordinance regarding <br /> dedicated park funds for each development, and what Mr. Saxton is <br /> really asking is that an Ordinance be waived. George Lindy <br /> commented that if we should waive the fee, then it will have to <br /> come out of the Comprehensive Plan pool of resources. <br /> At this time, Mr. Gary Uhde, who had been in the audience, <br /> approached the Board. He explained that he has no connection with <br /> this project and just met Mr. Saxton this evening. He pointed out <br /> that he and Council Person Andy Neal have been researching senior <br /> housing possibilities for over a year now. There has been an <br /> indication from the Council that the City has a need for housing <br /> such as this. Mr. Uhde thinks the City can benefit from this <br /> project and suggested that maybe there is room for negotiation <br /> here. Ray Johnson commented that if we don't have the funds we <br /> can't do the projects. Ken Johnson thinks there is a real need for <br /> some activity areas here such as tennis courts, horseshoes, <br /> volleyball and somehow we have to be compensated. <br /> Mr. Saxton would like to start this project this summer, depending <br /> upon approval. He would like to get final approval within the next <br /> 45 to 60 days and would be looking for occupancy in the early <br /> winter months. <br /> The park board was polled and all members were opposed to waiving <br /> the park dedication fees.
