Park Board <br /> Comprehensive Park Plan <br /> and Development Guide <br /> Public Hearing <br /> July 1, 1992 <br /> This special meeting of the Park Board was called to order at 6:30 <br /> PM at Lino Lakes City Hall by Board Chairman, George Lindy. The <br /> purpose of this meeting was to conduct a public hearing regarding <br /> the Comprehensive Park Plan and Development Guide. <br /> Roll Call was taken, members in attendance were Brian Bourassa, <br /> John Bauman, George Lindy, Ken Johnson and Jacquelyn Farm. Members <br /> absent were Ray Johnson and Candi Toffoli. Staff in attendance were <br /> Marty Asleson, Parks, Recreation and Forestry Coordinator, Don <br /> Volk, Director of Public Works, Barry Bernstein, Recreation Program <br /> Supervisor, and Carole Kohler, Parks, Recreation and Forestry <br /> Secretary. <br /> George Lindy noted that the purpose of the meeting is to look at <br /> the draft Comprehensive Plan and record any comments. Concerns will <br /> be recorded at this time, but may not necessarily be acted upon at <br /> this time. <br /> Marty Asleson addressed the audience and explained that the city is <br /> growing at a high rate and in the past two and one half years there <br /> have been a lot of questions and concerns about park facilities and <br /> recreational areas for residents. Thus a committee was formed, and <br /> a Comprehensive Park Plan was drafted. At this time Mr. Asleson <br /> introduced Jeff Schoenbauer from Brauer and Associates. Mr. <br /> Schoenbauer explained that the purpose of the Public Hearing is to <br /> record comments from residents and reply in the hopes that the <br /> issues are understood. He referred to the informational hand-outs <br /> he distributed that explained the governing policies and the <br /> purpose of a park planning system for the City of Lino Lakes. He <br /> also showed slides of the linear trail system. <br /> Mr. Schoenbauer concluded his presentation at 7:40 PM. At that <br /> time, George Lindy asked for comments from the audience. Mr. Ron <br /> Birch, a resident of White Bear Lake, but the owner of property in <br /> the Southeast corner of the City, had some questions. He asked if <br /> it wasn't important that the community and the builder work <br /> together, or is the plan to have the committee dictate the trend <br /> for the City?. Jeff Schoenbauer replied that the intent of the plan <br /> is to define the need for a park in particular neighborhoods, and <br /> seek citizen input. The idea is to serve the community, "within <br /> certain parameters, of course. " Mr. Birch referred to Marty <br /> Asleson's opening statement, that this plan is "dynamic in nature, <br /> and not cut in stone. " , he (Mr. Birch) hopes that we stick with <br /> that, and also hopes the Council is receptive to neighborhood <br /> 1 <br />
