MEMORANDUM <br /> TO: All Park Board Members <br /> FROM: Marty Asleson <br /> DATE: May 28, 1992 <br /> SUBJECT: Phasing and Implementation Section of Comprehensive <br /> Plan <br /> Please find enclosed copies of the Phasing and Implementation <br /> section of the Comprehensive Plan. As you recall, the Park Board <br /> was asked to prioritize acquisition and development needs, and then <br /> rank these needs accordingly to a phasing plan. This was done, and <br /> AMN forwarded to Brauer and Associates. Cost figures were then <br /> forwarded for each phase and a financing source was developed by <br /> Springstead, the City Finance Consultants. These figures were taken <br /> to a City Council work session for comment. We needed figures to be <br /> placed in the Comprehensive Plan. These figures were approved by <br /> the City Council, recognizing that these are the cost of <br /> implementation if all other systems are realistic ( mostly <br /> financial) . These figures are within the bonding capacity of the <br /> City, but please notice that because of the new changes in tax <br /> impact, that the property tax levies on referendum-approved debt <br /> for cities is to be based upon the city's estimated market value, <br /> not it's tax capacity. Thus, for cities without extensive <br /> commercial - industrial bases, this statue shifts the tax burden to <br /> residential properties from non residential properties. <br /> This section was the final section that we were waiting for in <br /> order to bring the document to a public hearing. THE CITY COUNCIL <br /> WISHES THE PARKS AND RECREATION BOARD TO CONDUCT THIS PUBLIC <br /> HEARING IF IT FEELS COMFORTABLE DOING SO. IF YOU HAVE ANY QUESTIONS <br /> OR COMMENTS ABOUT THIS MATTER BEFORE THE PARK BOARD MEETING, PLEASE <br /> GIVE ME A CALL. <br />
