i <br /> MEMORANDUM <br /> TO: All Park Board Members <br /> FROM: Marty Asleson <br /> DATE: April 2, 1992 <br /> SUBJECT: Rohavic Oaks Park Land/Trail Access <br /> As part of the comprehensive park and recreation plan, a parcel of <br /> land and access point to the regional park was identified. This <br /> parcel of land and access point is identified on the attached map. <br /> This parcel was thought to have a First Right of Refusal with the <br /> county from the St. Paul Water Works. It was an old parcel owned in <br /> conjunction with a linear section leading south by southeast by the <br /> City of St. Paul. <br /> Two months ago a property owner called in to inform me that these <br /> parcels were for sale. With the adoption of the comp plan it was my <br /> thought that the purchase of this property should have a high <br /> priority for acquisition. The parcel was sold and access was lost. <br /> The Anoka county Parks Department was very surprised because they <br /> thought that they had First Right of Refusal on this property, and <br /> definitely wanted it. I was informed that it would have been very <br /> possible to allow us to use some of this land for a neighborhood <br /> park as well. <br /> I met with Ron Cox from the County, and we looked at the options. <br /> First of all, Ron said that he would check with their records to <br /> see if a mistake of any sort was made. If a mistake was made, then <br /> our problem is solved. If there was no mistake, then the only thing <br /> we can do is find an alternative route and open space. As you can <br /> tell from looking at the Regional Park trail concept, the trail may <br /> be accessed at two points in the immediate area of concern, or I <br /> thought possibly through the old state road right-of-way north of <br /> Baldwin Road. Ron Cox thought that this road right-of-way may also <br /> have been sold to the abutting residents. The eastern most right- <br /> of-way follows the old water works right-of-way. This was sold or <br /> given to the abutting property owners. The areas marked with a P <br /> and squared in (area looks like a tooth jutting down to White Pine <br /> Road) . <br /> 7 <br />
