4 <br /> PLANNING & ZONING BOARD MAY 13, 1992 <br /> III.B 92-10&11, Site Plan Review & Variance for T. Turcotte, Outlot <br /> A, Otter Lake Estates. <br /> City Engineer Schneider reviewed this request which is to allow <br /> construction on Outlot A, Otter Lake Estates, of a single family <br /> residence, grant a variance for lot width (180' required in an SR-X <br /> Zoning District) , and grant a variance for the private use of <br /> public, right of way. Mr. Schneider also reviewed the history of <br /> the site which was platted in 1977 with the dedicated Channel Drive <br /> for future subdivision of Outlots A & B. Staff recommended <br /> approval of the request with the condition that a Driveway <br /> Agreement be drafted by the City Attorney for use of Channel Drive. <br /> RCWD will be reviewing this item at their May 27th meeting. <br /> Monika Slatten asked if the adjoining property owners had been <br /> notified of this request and was advised that they were not and <br /> that the City is not required to provide such notification in this <br /> case. Planning members were also advised that this request was <br /> reducing the originally proposed density. Kathleen Nordine asked <br /> if the property owner(s) intended to subdivide their property in <br /> the future and was advised that they did not (Both Turcotte and <br /> Olson) . <br /> MOTION: Al Robinson moved and was supported by Tom Mesich to <br /> approve the request as submitted with the condition that a Driveway <br /> Agreement as drafted by the City Attorney be properly executed and <br /> that the Fire Chief have an opportunity to review and comment on <br /> the proposed construction and driveway alignment and that the <br /> request meet with the approval of the Rice Creek Watershed <br /> District. All voted aye. Motion carried. <br /> III .C. 92-12&13 Site Plan Review - Variance for R. Olson, Outlot B <br /> Otter Lake Estates <br /> City Engineer Schneider explained that this request is similar to <br /> the Turcotte request and requires the same variances for lot <br /> frontage in an SR-X Zoning District and for the private use of <br /> public right-of-way. Note: A variance for lot area is not <br /> necessary as this property is a lot of record. <br /> MOTION: Kathleen Nordine moved and was supported by Thomas Mesich <br /> to approve the request as submitted with the condition that a <br /> Driveway Agreement as drafted by the City Attorney be property <br /> executed and that the Fire Chief have an opportunity to review and <br /> ^ comment on the proposed construction and driveway alignment and <br /> that the request meet with the approval of the Rice Creek Watershed <br /> District. All voted aye. Motion carried. <br />
