Park Board Meeting
Monday, March 2, 1992
At this time Marty Asleson distributed to board members, copies of
the History of Minneapolis Parks System from 1884 - 1944 written by
Theodore Wirth, and read excerpts of the philosophy statement
regarding linear trail corridors made by H.S. Cleveland, Landscape
Designer. Mr. Asleson went on to show how the statement written so
long ago can be applied to what our comprehensive park planning
committee is trying to do in our City now. He explained that our
vast wetland is a priceless amenity, and expressed the importance
of holding off on any trail making decisions with developers until
after the comprehensive park plan is completed and approved.
The Comprehensive Park Plan Study draft copy is done and available
for review now. Now it's time for the park board and comprehensive
plan committee to meet and review the results.
Candi Toffoli asked when the trail in Pineridge will be started.
Don Volk explained that phase two and three will be going to the
City Council soon and the Arrowhead Drive part of the trail will be
dealt with at that time. He asked Mrs. Carlson to present the
petition now and he will direct it to the Council. (A copy of this..
,^ petition can be found at the end of these minutes. )
Don Volk made a statement, he says it appears that what we're doing
with the comprehensive plan now is the best way to handle it. He
feels the best way is to have a plan and try to follow it, and if
there is a problem it can be worked out in the plan and corrected.
The key is following the plan now and correcting mistakes instead
of not following a plan and later on wishing you had land not
available to you. "The key is planning and using the comprehensive
plan as closely as possible. The plan will be a good tool for
developers to use. " A discussion regarding the value and use of the
comprehensive plan followed.
Rice Creek Chain of Lakes Joint Meeting - Marty Asleson reported
that a regional meeting was held last week. There was a discussion
regarding the Bunker Hills compost site. There was a tonnage report
from the county and an explanation of how the site operates. Marty
commented that the Anoka County site is a very good one, and
handled well.
Mr. Asleson discussed the possibility of integrating the County
plan with our comprehensive plan, he says the county was
interested. The nature center will be ready next fall and hopefully
we will be able to capitalize on it. Marty would like to pursue
that and use it in our programs.
r"\ The county has plans for a day camp at Peltier Lake and plans for
a shelter for the Regional Park.
3
