Al Robinson questioned where on the property will the proposed <br /> construction be to allow for a 800 foot set-back. Mr. Tubbs, the <br /> realtor for Susan Augustine - who was in the audience, stated the <br /> construction will be at 650 feet from the road. <br /> Monika Slatten asked why the diagional line is on the survey, and <br /> Mr. Schneider explained that it lines up with the crossing across <br /> a pond, it is build up with a culvert. Mr. Tubbs said a <br /> preliminary driveway is already in place. Mrs. Slatten also asked <br /> if this met with the approval or Robert Sorg. Mr. Tubbs stated <br /> that both parcels belong to Susan Augustine. <br /> Motion: Al Robinson made the motion to recommend to the City <br /> Council approval of a Minor Subdivision for Susan Augustine, P & Z <br /> 92-02. John Bergeson seconded the motion. <br /> Fred Chase made the comment that with a variance there is a need <br /> for a finding of fact and 1) 58 feet is not wide enough for a road <br /> and more land is needed from the adjacent property owner and 2) 30 <br /> feet definitely needs more land from the adjacent property owner <br /> and better indicates this circumstance. <br /> The motion carried unanimously. <br /> Motion: Robert King moved to recommend to the City Council <br /> approval of a Variance for Susan Augustine, P & Z 92-02 . Al <br /> Robinson seconded the motion and it carried unanimously. <br /> #4. JACK MENKVELD ADDRESSED THE BOARD <br /> Mr. Menkveld is proposing a plat of 34. 66 acres, and 56 single <br /> family homes known as The Shores of Marshan Lake, formerly known as <br /> the Forjay property, on Elm Street and Lake Drive. Mr. Menkveld is <br /> aware that because of the Shoreland Ordinance there several <br /> undersized lots that will need a variance. <br /> Alan Brixius addressed the board. Mr. Brixius has reviewed the <br /> plat and is ready to comment verbally and in the staff report that <br /> has been sent to the Board. Mr. Brixius noted issues of rezoning <br /> from R-3 to R-1, environmental impact upon the adjacent Marshan <br /> Lake, length of blocks of over 900 feet in length, units above the <br /> 100 year floodplain, lot sizes, screening, set-backs, termination <br /> of streets, grading and drainage, proposed parkland does not <br /> fulfill the requirement, and location of the trail. Mr. Brixius <br /> recommended solving these problems rather than applying for <br /> variances. <br /> John Bergeson asked Don Volk the elevation of the water table five <br /> �..� or six years ago when the City had to provide transportation to low <br /> lying areas.
