Ian Burrell stated he had found the DNR had done a survey <br /> in 1986 and found a high water level on trees of 885.5, and Marshan <br /> Lake in 1975 was at a high water level of 885.2 . <br /> Mr. Menkveld asked where in the City process was the plat of <br /> Marshan Shores. He believed it had been tabled at the City Council <br /> level and has not been sent back to the P & Z. Mr. Chase said the <br /> issue before the Board was approval of the preliminary plat and <br /> then variances. <br /> Darrell Schneider asked Mr. Menkveld if he had received a report <br /> from the Rice Creek Watershed. Mr. Menkveld said no, however they <br /> are to meet on February 26. Mr. Burrell said he had spoken with <br /> the Rice Creek Watershed and they indicated they needed more <br /> information from Mr. Menkveld and the issues would not be on the <br /> February 26th agenda. <br /> John Bergeson asked about: 1) screening for lots that back up to <br /> the church property and Lake Drive. Mr. Menkveld said that he <br /> intended to use the nursery stock that was left on the Forjay <br /> !1 property, 2) an odd shaped lot at Block 3, Lot 7 should be "squared <br /> off" so it would not hinder the traffic flow, 3) he is concerned <br /> about the high water on the north end of Block 2, 3) stormwater <br /> drainage/ponding and 4) the trails should be moved closer to the <br /> water. <br /> Fred Chase commented that he has observed sufficient problems in <br /> the concept plan that need to be corrected and would recommend the <br /> plan be tabled. <br /> Motion: Monika Slatten moved to table the concept plan of Marshan <br /> Shores until items in question are resolved. Robert King seconded <br /> the motion. On a roll call vote: Al Robinson - abstain, John <br /> Bergeson - aye, Robert King - aye, Monika Slatten - aye. <br /> Jack Menkveld asked just what he had to do before the next meeting. <br /> Mr. Chase asked Mr. Menkveld to redesign lots, apply for variances, <br /> keeping in mind the City does not like to issue variances near <br /> wetlands, and provide documents from the RCWD, DNR, and ACOE. <br /> Al Robinson said he had abstained in the vote because of the <br /> rezoning question (R-3 to R-1) . He did not want anyone to expend <br /> any more monies because the issue had been tabled at the City <br /> Council level. Mr. Menkveld thinks the Council wants issues settled <br /> before they give approval for the rezone. Mr. Schneider said Mr. <br /> Menkveld will have to decide about how far to pursue the rezoning <br /> .� if the property owners could sell the property as multiple family. <br /> 3 <br />
