Roll call was taken,
members in attendance were Bill Nissen, Ken Johnson and John
Baumann. Members absent were Candi Toffoli and George Lindy. Also
in attendance were Don Volk, Director of Public Works, Marty
Asleson, Parks, Recreation and Forestry Consultant, and Carole
Kohler, Parks Secretary. Attending later in the meeting was Linda
Elliott, City Council person/Park Board Liaison.
APPROVAL OF MINUTES: The minutes of the January 8, 1992 meeting
were approved as mailed.
OPEN MIKE: No one appeared under "Open Mike" .
OLD BUSINESS•
Woodridge Estates: Marty Asleson reported that he has been in
contact with Mr. Bill Hawkins, City Attorney , as the park board
requested at the January meeting. He noted that Mr. Appleby is
currently out of town. It was agreed that this item would be tabled
until the March meeting when Marty Asleson will report his
discussion and reply from Mr. Hawkins.
Black Duck Estates - Royal Oaks Realty (Marcel Eibensteiner) has
purchased the Swanson property as was proposed by Mr.
Eibensteiner at the January park board meeting. Marty Asleson
reported that Mr. Eibensteiner has also contacted the property
owners at the corner of Black Duck and Birch Streets, and the trail
has met with their approval with the exception of a cyclone fence.
The next step will be for Marty to write a letter to Mr. Jon Olson
of the Anoka County Highway Department requesting their approval
for the trail along the right-of-way on Birch. Mr. Asleson expects
this plan will be favorably accepted by the County and should be
settled by the next Park Board meeting.
Bill Nissen asked Mr. Asleson if he was pleased with the plan and
the outcome. Marty explained that he met with city engineers and
Jeff Schoenbauer and this trail plan will fit in nicely with the
comprehensive park plan. His main concern at the onset of this plan
was if it were to go behind the Swanson property and have 90 degree
angle curves that would have presented a problem with maintenance
crews. But now that the trail is going straight to the east along
Birch Street, it should present no problem.
Weaver Property Update - Marty Asleson reported that he has been in
contact with Kirk Corson since the last meeting, and Mr. Corson
says there are a lot of wetland issues and concerns to be addressed
1
