PARK BOARD MEETING <br /> JANUARY 8, 1992 <br /> The regular meeting of the Lino Lakes Park Board was called to <br /> order on Wednesday, January 8, 1992 by Chairman George Lindy at <br /> 6: 30 pm at Lino Lakes City Hall. Roll call was taken, members in <br /> attendance were Bill Nissen, Ken Johnson, George Lindy and John <br /> Baumann. Absent was board member Candi Toffoli. Also in attendance <br /> were Marty Asleson, Parks, Recreation and Forestry Superintendent, <br /> Barry Bernstein, Parks and Recreation Program Supervisor, and <br /> Carole Kohler, Parks Secretary. <br /> APPROVAL OF MINUTES: The minutes of the December 2, 1991 meeting <br /> were approved as mailed. <br /> OPEN MIKEā€¢ <br /> Bob Appleby and John Kuny/Woodridge Estates Trail - At this time <br /> Mr. Bob Appleby of 214 Woodridge Ct. and Mr. John Kuny of 214 <br /> Woodridge Ct. addressed the Park Board with concerns they have <br /> regarding the trail that has been graded in between their houses. <br /> Both homeowners said that they were not aware at the time they <br /> built their houses and signed final mortgage papers that there <br /> would be a dedicated park trail running alongside their homes. They <br /> further noted that not until several months after they moved in <br /> did they learn that the easement between the two houses was not an <br /> underground utility easement, but indeed a "nature trail" . This, <br /> Mr. Appleby says he discovered when workers moved equipment in last <br /> Spring and started grading. When they started to check on the <br /> "trail" , they found out that the plat they were shown by their <br /> builders did not show any trails running alongside the houses, just <br /> an easement, and if they had known about the trail they wouldn't <br /> have bought the lots. They purchased these lots in particular <br /> because of the location on the cul-de-sac offering privacy and <br /> seclusion, and paid a premium price for these amenities. In <br /> checking with their builders, ( the Appleby's builder was John <br /> Feges, Mr. Kuny's builder was Tony Palaia) both builders say they <br /> were not informed by the developer (Rick Carlson of Carlson, <br /> Dropps) of the dedicated trails either. Both Mr. Kuny and Mr. <br /> Appleby commented that they made structural changes in the original <br /> house plans to optimize their privacy. <br /> George Lindy commented that he drove by the houses to get an idea <br /> of where the trail would be, and expressed that he would not like <br /> it either if a trail were to come by his patio or deck so passersby <br /> could see in. He thinks we should find another alternative to get <br /> back to the park. John Baumann questioned if there would be a way <br /> to fence the trail off and landscape with shrubbery. This was not <br /> acceptable because there is a sliding glass door at ground level on <br /> the Kuny house. <br /> Marty Asleson explained to the board that he recalls expressing his <br /> concern about the trail situation to Mr. Carlson some time ago, and <br />
