PARK BOARD MEETING <br /> JANUARY 8, 1992 <br /> development. Mr. Eibensteiner says he has no plans for that at this <br /> time, he has plans for using the house. Marty Asleson says that <br /> this seems agreeable, and conceptually fits in with the <br /> comprehensive park plan. <br /> The board all agreed that this is a good plan, "conceptually. " <br /> George Lindy told Mr. Eibensteiner that we would be supportive of <br /> his new plan, and accept it upon County approval of the right-of- <br /> way, and that the trail does not front the "Swanson" property. If <br /> this does not work out, the plan will then go back to what the park <br /> board originally asked. Mr. Eibensteiner will now go ahead and <br /> contact the property owners on the corner of Birch and Black Duck <br /> and request to get on the agenda for the January 27th council <br /> meeting to bring his new proposal to them. <br /> Weaver Property - Mr. Kirk Corson appeared in front of the board <br /> with an update on the progress of his development. Marty Asleson <br /> explained to Mr. Corson the direction the comprehensive park plan <br /> is taking, and suggested to him that he put trails over the <br /> wetlands coming off Captain's Place. <br /> Mr. Corson says he's puzzled at the change seeing that the board <br /> had already accepted his trail proposal for an easement to the park <br /> and a trail system coming out to Captain's Place. He says that the <br /> Quail Ridge Development project is at a stand still now because of <br /> recent developments from the DNR regarding the Shoreline Management <br /> Act. This new suggestion from Mr. Asleson would limit the number of <br /> lots and with the restrictions from the DNR they can only get a few <br /> lots in the plat now. This development will be returning to the <br /> Design Review Board because of the Shoreline Management Act, and <br /> Mr. Corson states he will be looking to the council for direction <br /> on this. <br /> A discussion evolved regarding whether people want a wetland trail <br /> running through their back yard or not. Mr. Corson commented that <br /> this is not a good plan for the developer. Mr. Lindy expressed his <br /> opinion that he would not want a running trail 30 feet from his <br /> house or deck, and feels that a trail of this type could be looked <br /> upon as an imposition if not done properly. <br /> Mr. Asleson explained the philosophy of the recently completed <br /> comprehensive park plan study is to use our wetlands to our <br /> advantage, to make use of them and enhance them and look at them as <br /> an amenity. <br /> Mr. Corson says at this point he cannot make any decisions, but <br /> �.-. will look into the feasibility of Mr. Asleson's proposal.
