PARR BOARD MEETING <br /> JANUARY 8, 1992 <br /> will be to add a basketball court to the park at the tennis courts <br /> on Andall and Wood Duck Trail. Plans are to put up at least 1/2 <br /> court. He will need to clear brush and check on the soil type, etc. <br /> The court would be on the north side of the playground, but behind <br /> the tennis courts. To fund this project he will first start by <br /> asking for donations and then organize a fund raiser. He is <br /> appearing before the board tonight to get permission to use the <br /> land for this purpose. Everyone thought this was a good idea. <br /> George Lindy thinks the concept sounds good and wants to see the <br /> project in its planning stages , John Baumann says there is a need <br /> for something like this in that area. Marty Asleson says the Parks <br /> and Recreation Department will be glad to work with Tom. At this <br /> time Tom Jensen is asking for a letter to the District Scout office <br /> from the board stating that they have accepted Mr. Jensen's idea. <br /> Marty Asleson will draft a letter. Mr. Jensen hopes to start on the <br /> project approximately May 15, 1992 . <br /> OLD BUSINESS• <br /> Black Duck Estates - Marty Asleson updated the board on the <br /> progress of this development. In attendance regarding this matter <br /> were the developer, Mr. Marcel Eibensteiner, and Mr. and Mrs. <br /> Michael Swanson, owners of the house at 985 Birch Street. Evidently <br /> Mr. Eibensteiner asked the Swansons to attend this meeting. <br /> The original plan that was recommended for trail dedication was to <br /> run the trail up the side and around behind the Swanson property, <br /> rather than go in front of the property along the right-of way. The <br /> Swansons are not in favor of the trail running behind or in front <br /> of their property. City staff and the Parks and Recreation planner <br /> met with the county and it appears that the county highway <br /> department would allow for trails on their right-of-way, and that <br /> some variance in trail location is allowable. The suggestion was <br /> made to move the trail towards the road further in front of the <br /> house. If the trail should be in front of the house it would <br /> interfere with parking extra cars here and would ruin the Swanson's <br /> two car drive-way, also the Swansons feel that it would be un-safe <br /> for children. <br /> Mr. Eibensteiner suggested he buy the property from the Swansons. <br /> This plan seemed agreeable with the Swansons. With this in mind, <br /> Mr. Eibensteiner will have to contact the property owner to the <br /> east on the corner of Birch and Black Duck to get permission to run <br /> the trail in front of that property on Birch St. The house on this <br /> lot faces Black Duck. Mr. Eibensteiner will also have to get <br /> permission again from the County. <br /> Bill Nissen asked Mr. Eibensteiner if he would then re-plat the <br /> 3 <br />
