PARK BOARD MINUTES <br /> ,.•� Monday, December 2, 1991 <br /> The December meeting of the Lino Lakes Park Board was called to <br /> order by Chairman George Lindy at 6:33 pm on Monday, December 2, <br /> 1991 at Lino Lakes City Hall. Roll Call was taken, members present <br /> were Candi Toffoli, John Baumann and George Lindy. Absent were Ken <br /> Johnson and Bill Nissen. Also in attendance were Don Volk, Director <br /> of Public Works, Marty Asleson, Superintendent of Parks, Recreation <br /> and Forestry, Barry Bernstein, Parks and Recreation Program <br /> Supervisor, and Carole Kohler, Parks Secretary. <br /> APPROVAL OF MINUTES: John Baumann made a motion to approve the <br /> minutes of November 14, 1991 as mailed. Candi Toffoli seconded the <br /> motion. All were in favor. The minutes stand approved as mailed. <br /> OPEN MIKE: No one appeared under open mike. <br /> OLD BUSINESS: <br /> Keith Eibensteiner/Black Duck Estates - Mr. Keith Eibensteiner <br /> appeared in front of the park board again this month with his <br /> proposal to meet the trail dedication requirements that the board <br /> had requested of him at the November meeting. The board at that <br /> time explained the importance of getting people to the other side <br /> of Black Duck Drive to the proposed neighborhood park. Mr. <br /> Eibensteiner explained that until he brought his proposal in front <br /> of the Design Review Board recently, he was not aware that there <br /> was a trail dedication to satisfy, he thought it was all taken care <br /> of because the park dedication had previously been satisfied. <br /> At the last meeting Mr. Eibensteiner and the park board had <br /> somewhat agreed that a trail along the north side of Birch Street <br /> going east and west to the end of the development would be a good <br /> trail link. This plan would require the developer going to the <br /> property owner of the lot on the corner of Birch Street and Outlot <br /> J. As of this meeting Mr. Eibensteiner had not talked to the <br /> property owners. <br /> Marty Asleson explained to Mr. Eibensteiner that the main concern <br /> of the board and also the recommendation of park plan consultants <br /> (Brauer & Associates) was to get the people out to the other side <br /> of Black Duck Drive. He went on to explain that in reviewing the <br /> original proposal from their last meeting, he and City Engineer Dan <br /> Boxrud feel that the house on the lot in question sits very close <br /> to the right-of-way. He would prefer to see the trails more to the <br /> north, running east and west behind the houses, straight through <br /> the development. Mr. Eibensteiner reports this is a problem <br /> because of a vein of bad soil running through this area. It's all <br /> very low land there. This was discussed earlier in the day with Mr. <br /> Eibensteiner, Dan Boxrud and Marty Asleson. Mr. Eibensteiner <br /> 1 <br />
