PARR BOARD MINUTES <br /> Monday, December 2, 1991 <br /> explained that if the trails present too much of a problem to them, <br /> or if it's not affordable to develop this, they would not pursue <br /> this option. The property purchase is contingent upon approval of <br /> the City. He also asked who would be responsible if he were to put <br /> a trail system in where the soil is bad and it sinks away in a <br /> couple of years, he assumes that the developer would be responsible <br /> for that. <br /> George Lindy asked for a consensus of the board. John Baumann <br /> suggested running the trails behind lots 22 & 23 and the Delzer <br /> property and thought some decorative shrubbery or the like could be <br /> put up to keep kids from running into private property, and direct <br /> the flow out to the trails and on to the parks, possibly even a <br /> split rail fence. Mr. Eibensteiner noted that there is a natural <br /> clump of evergreens there now, so this would make use of the <br /> natural setting. He also explained that he would not need <br /> permission from property owners if you use the easements behind <br /> their houses. <br /> Mr. Lindy asked Marty Asleson for his opinion. Mr. Asleson <br /> explained his main concern was to get the people that live in that <br /> area out and over to Country Lakes Park and the proposed park to <br /> the east, he expressed that this is also the opinion of Bill <br /> Nissen. <br /> MOTION: John Baumann made a motion to recommend to Council to <br /> approve a trail system running east along the property easement off <br /> of Birch Street to Black Duck Bay - then continue east between lots <br /> 26 & 25 - 24 & 27 and on the south side of 23 & 22 . Then back down <br /> along the rear of lots 1 & 2, then south to Birch Street and <br /> continue to the end of lot 10 and between lots 9 & 10 up to <br /> Reshanau Circle . Motion was seconded by Candi Toffoli. There was <br /> no further discussion. All were in favor. Motion carried. ( A map <br /> of this approved trail is at the end of these minutes. ) <br /> Shores of Marshan Lake - Jack Menkveld - Mr. Jack Menkveld appeared <br /> before the park board with his proposal for park dedication and <br /> trails within his development. This development is 34+ acre site <br /> with proposed park land in the southwest corner of the property <br /> adjoining other un-developed land. The trail system would run along <br /> the lake shore and would connect back to the street system in two <br /> places. This property is low, but not -tender water. Mr. Menkveld <br /> says that four wheelers and utility vehicles use this land now. <br /> George Lindy asked Marty Asleson how this plan fit in with the <br /> comprehensive park plan. Mr. Asleson explained that the plan shows <br /> a need for between 5 and 8 acres in this area, so we would need to <br /> get as much land as possible from the developer.
