MEMORANDUM <br /> TO: Park Board Members <br /> FROM: Marty Asleson <br /> DATE: January 3, 1992 <br /> SUBJECT: Black Duck Estates Trails <br /> Again, the Black Duck Estates Development (formerly the Lakecrest <br /> Development) had no Park Dedication requirement except for a trail <br /> link. In light of our Comprehensive Plan, it is important to link <br /> the east to west aspects of this development into the proposed <br /> neighborhood park to the east and Country Lakes to the west. <br /> Because of existing soil conditions, it appears that the best place <br /> to locate this trail was on the south side of the development. We <br /> ran into problems at the exception (the Swenson property) . If one <br /> recalls, it was pointed out that it seemed that the from of this <br /> house was very close to the road right-of-way and that it probably <br /> would not be acceptable to the property owner to place it here. <br /> Thus the trail was conceptually approved to be placed along the <br /> back perimeter of this property. I had indicated some of the <br /> shortfalls of the mechanical design aspects of this trail, mainly <br /> the 90 degree angles. This concept then went to the City Council <br /> for public comment, and the property owner definitely was against <br /> the placement of this trail along the back perimeters of his <br /> property line. Mr. Sw*nson was however, fairly open minded about <br /> the front location. Thus, it was left with Keith Eibensteiner <br /> returning to discuss the possibilities further with the trail in <br /> front of the Swenson house. City Staff also did research with the <br /> County Highway Department to find out what their rules would allow <br /> us to do should we need to/or wish to elect to cross over onto the <br /> right-of -way. <br /> We will update you at the meeting. Mr. Eibensteiner will be at this <br /> meeting also. <br />
