CITY OF LINO LAKES
PARK BOARD MEETING e ANT,
MONDAY, NOVEMBER 1, 1993
The regular meeting of the Lino Lakes Park Board was called to
order by Vice Chairperson Ken Johnson at 6:30 pm on Monday,
November 1, 1993 at Lino Lakes City Hall. Members in attendance
were Bob Williams, John Baumann, Ken Johnson Joe Schmidt and
George Lindy. Chairman George Lindy requested that Ken Johnson
preside over tonight's meeting as he (Mr. Lindy) has laryngitis.
Also in attendance was Linda Elliott, City Council Liaison to the
Park Board, Marty Asleson, Parks, Recreation and Forestry
Coordinator, Barry Bernstein, Recreation Program Supervisor and
Carole Kohler, Parks, Recreation and Forestry Coordinator.
APPROVAL OF MINUTES: The minutes of the October 4, 1993 meeting
were approved with no corrections or additions.
OPEN MIKE: No one appeared under Open Mike.
As the first order of business, Marty Asleson introduced Becky
Dvorak who was recently hired by the City as a Therapeutic
Recreation Coordinator. This position is funded through a CDBG
grant. Becky explained that she will first search for and identify
those with special needs in the community and then try to integrate
them into current recreation programs, or perhaps create special
programming if possible. She will also be meeting with City
Administrator Randy Schumacher to look into adapting city buildings
and facilities to meet ADA requirements.
OLD BUSINESS•
Pets in the Parks - Police Chief Dave Pecchia and Community Service
Officer Jeanie Kenow appeared before the board to discuss the on
going problem of animals left to run loose in city parks and on
city trails. Jeanie Kenow explained that the current ordinance is
difficult to enforce, probably because it isn't specific enough.
She is reviewing ordinances from other cities and pointed out that
most cities she has researched have leash laws. She will be making
recommendations and hopes to be able to help the council in
establishing a more comprehensive ordinance for Lino Lakes. Chief
Pecchia offered his assistance to the board in dealing with
problems in the parks. Officer Kenow will come back to the board
with a follow up.
Joe Schmidt raised the matter of liabilities should someone be
bitten by a dog running loose in one of the city parks or trails.
Another concern is the health issue when owners do not clean up
their animal's wastes. The board will want to follow up on this new
ordinance.
1
