n PARR BOARD
WORK SESSION
THURSDAY, OCTOBER 27, 1993
There was also discussion regarding the need for additional picnic
tables at the parks and the need for expansion of the parking area
at Lino Park. It seems there is not enough room to park all the
cars when there are programmed activities. This is creating
problems. Safety and liability concerns are coming into the
picture.
Discussion also centered around the direction to take for the re-
design of Country Lakes Park. This would include deciding on a
master plan and opening up the area and removing under growth and
pursuing a DNR grant for a fishing dock, among other plans.
The board discussed the realities of costs involved in a recreation
complex (A-3) . George Lindy pointed out that this high priority
project will certainly not be accomplished with dedicated park
funds. He suggested looking into alternative methods of funding
such as a bond referendum. He would like to get together with
council to discuss options.
Barry Bernstein expressed his concern for lack of space for
programming for what residents need. He commented that there is a
possibility that with some not too costly adjustments, the ice rink
at Lino Park could be used for additional programming and better
utilize the building there.
Marty Asleson informed the board that there are plans for
additional staff to be added to several departments at the already
over crowded City Hall. This could mean that the Parks and
Recreation Department may re-locate from their present offices in
City Hall to the Forjay building on Lake Drive. He stated that
there has been some discussion at council level to use dedicated
park funds to remodel the Forjay building should the decision be
made to move the department. A concensus of the board showed that
all were very definitly not in favor of that plan. They don't think
dedicated funds are meant to be used to house the department.
Spending dedicated park funds for improvements at the Forjay
building would be their very lowest priority.
Marty also pointed out the possibility of attaining grants for
trails. He noted that Jeff Schoenbauer is experienced in working on
grants and would like to work with Brauer & Associates in seeking
those funds.
The board had several items they would like researched and be
,ll% brought up to date on - they are:
Ref:PBWS10-93 2
