t <br /> October 15, 1993 <br /> Mr. Marty Asleson <br /> Parks and Recreation Director <br /> City of Lino Lakes <br /> 1189 Main Street <br /> Lino Lakes, MN 5 5014 <br /> Dear Marty: <br /> As Chairman of the Shoreview Covenant Church, I am writing at your request to begin <br /> formal discussions regarding the City of Lino Lakes' interest in purchasing park <br /> property from the Shoreview Covenant Church. <br /> As we have discussed over the last several months, our church signed an offer to <br /> purchase approximately 16.7 acres of land(north of County Road J and west of <br /> Highway 49)to build a church in the near future. The church needs approximately five <br /> acres which we initally tried to purchase. The owner rejected our offer stating that he <br /> wanted to sell all of the 16.7 acres at one time. <br /> Our purchase agreement states that we will be paying $210,000.00 for the land which <br /> equates to about $12,574.00 per acre. As I informed you, the Anoka County Highway <br /> Department in April of 1992 contracted with Appraisal Engineering, Inc.to perform an <br /> appraisal on the entire 16.7 acres to purchase a strip of land on the north side of <br /> County Road J containing 0.110 acres. The appraisal performed by Appraisal <br /> Engineering,Inc.which is on file in the Anoka County Highway Department office <br /> estimates the value of the entire parcel at $216,222.00 or $12,925.00/acre. We <br /> contracted to have an initial walk-through of the property to make a wetlands <br /> delineation and it appears that approximately 40 to 50 percent of the property is <br /> wetlands. <br /> The Shoreview Covenant Church is currently meeting at the Snail Lake School with <br /> approximately 75 persons in attendance at our Sunday service. Our church is not in a <br /> financial position to afford the entire $210,000.00 since over 8S%of our funding would <br /> have to come from our own membership. Our initial interest would be to sell the <br /> remaining property to a developer to offset the cost of the land. <br /> Although it may be more financially advantageous for our church to sell to a developer, <br /> based on your statements regarding the city's interest in the park land, our church is <br /> interested in selling to the city some(located at the north end)of this property for your <br /> park development. Based on the indication of the need for approximately 4 acres of <br /> upland property,we would be willing to sell to the City of Lino Lakes about 50%of the <br /> total property(8.6 acres)for$11,230.00 per acre or $96,578.00 total. I have attached a <br /> sketch of the area which identifies approximate park boundaries outlined in red which <br /> P. O .
