t October 15, 1993 Mr. Marty Asleson Parks and Recreation Director City of Lino Lakes 1189 Main Street Lino Lakes, MN 5 5014 Dear Marty: As Chairman of the Shoreview Covenant Church, I am writing at your request to begin formal discussions regarding the City of Lino Lakes' interest in purchasing park property from the Shoreview Covenant Church. As we have discussed over the last several months, our church signed an offer to purchase approximately 16.7 acres of land(north of County Road J and west of Highway 49)to build a church in the near future. The church needs approximately five acres which we initally tried to purchase. The owner rejected our offer stating that he wanted to sell all of the 16.7 acres at one time. Our purchase agreement states that we will be paying $210,000.00 for the land which equates to about $12,574.00 per acre. As I informed you, the Anoka County Highway Department in April of 1992 contracted with Appraisal Engineering, Inc.to perform an appraisal on the entire 16.7 acres to purchase a strip of land on the north side of County Road J containing 0.110 acres. The appraisal performed by Appraisal Engineering,Inc.which is on file in the Anoka County Highway Department office estimates the value of the entire parcel at $216,222.00 or $12,925.00/acre. We contracted to have an initial walk-through of the property to make a wetlands delineation and it appears that approximately 40 to 50 percent of the property is wetlands. The Shoreview Covenant Church is currently meeting at the Snail Lake School with approximately 75 persons in attendance at our Sunday service. Our church is not in a financial position to afford the entire $210,000.00 since over 8S%of our funding would have to come from our own membership. Our initial interest would be to sell the remaining property to a developer to offset the cost of the land. Although it may be more financially advantageous for our church to sell to a developer, based on your statements regarding the city's interest in the park land, our church is interested in selling to the city some(located at the north end)of this property for your park development. Based on the indication of the need for approximately 4 acres of upland property,we would be willing to sell to the City of Lino Lakes about 50%of the total property(8.6 acres)for$11,230.00 per acre or $96,578.00 total.
