CITY OF LINO LAKES
PARK BOARD MEETING
MONDAY, JULY 12, 1993
Circle Pines and Lino Lakes proposed a joint use park in the area
of Rice Lake Estates to be developed by the City of Lino Lakes. It
would be managed and maintained as a Lino Lakes park and the trails
would be maintained jointly. Since then we have been waiting for
the City of Circle Pines to purchase the old right-of-way near Lake
Drive, on the eastern border of Circle Pines. Nothing has
transpired here for quite some time.
Recently the City of Lino Lakes acquired a parcel of land off of
Blue Heron Drive through tax forfeiture. This parcel is the first
lot to the north of Blue Heron adjacent to Hodgson Road and is
zoned commercial. Seeing that this is another opportunity that may
be an alternative to the joint use park, although not exactly what
we had in mind, Marty Asleson felt it might be a good incentive for
the City of Circle Pines to take some action. He contacted Circle
Pines City Administrator Jim Keinath and informed him that we may
be looking at alternatives. Since then Mr. Keinath has instructed
his attorney to expedite this issue.
Both Marty Asleson and Don Volk feel that it is worth waiting a
little longer for action from Circle Pines. This is an update that
requires no action at this time. Marty will keep the board informed
^ as this matter proceeds.
c. Joint use of park - Birch Street south of Sherman Lake
This is another informational item. The comprehensive plan has
identified a 10 acre piece of property on Birch Street south of
Sherman Lake that is currently owned by the Centennial School
District as a neighborhood park site.
Marty Asleson has pursued the joint use of this property through
letters to Superintendent of Schools John McClellan and has also
appeared at a recent school board meeting where he presented the
comprehensive plan and explained the city's desire to enter into a
joint use agreement regarding the 10 acre site. At that time he
requested that the City and School District enter into a
cooperative use agreement for those specified ten acres, and that
if the School District ever decided to sell the property, Lino
Lakes be given the first consideration to purchase.
The Centennial School District agreed to the cooperative use
agreement, but were unwilling to grant a formal first consideration
to purchase if they decide to sell. They did say that we would in
all probability be considered first should the occasion arise.
Marty related that Mr. McClellan is very pleased with the
relationship we have now regarding Rice Lake Elementary School and
looks forward to that type of relationship continuing. Marty will
continue to pursue the agreement and report back to the board.
2
