CITY OF LINO LAKES <br /> PARK BOARD MEETING <br /> MONDAY, JULY 12, 1993 <br /> outstanding oak wilt control program recognized throughout the <br /> state. <br /> Betty Hulse of 258 Rohavic Lane noted that she has taken special <br /> care to save/keep her oak trees by leaving space open around them <br /> and has had them for the eight years that she has been a resident <br /> of Lino Lakes. <br /> Mrs. Hulse also took this opportunity to express her feelings <br /> regarding the proposed park and placement of easements near her <br /> property. She commented on the excellent educational system and <br /> quality of life in the Lino area and explained that is why her <br /> family chose to move here eight years ago. She stated that she is <br /> not opposing the park but would like the park board to be more <br /> sensitive to the neighborhoods feelings. <br /> Mrs. Hulse went on to relate a personal experience regarding her <br /> property and an incident which occurred in May of 1990. She <br /> explained that while her husband was in their backyard he was <br /> struck by a drunk driver who was being pursued by the police. As a <br /> result Mr. Hulse is permanently disabled and is in constant pain. <br /> She pointed out that the quiet setting of their yard relaxes her <br /> husband and helps soothe his pain. So naturally, she says that when <br /> she read the minutes of the February 6, 1993 Special Park Board <br /> meeting where it stated that "there is a possibility of obtaining <br /> an easement along the old St. Paul Water Works property from the <br /> new owners. " (a copy of those minutes will be attached to the back <br /> of these minutes) , and she and neighbors heard that the city is <br /> planning an uncontrolled public easement along the former St. Paul <br /> Water Department property which is now owned by them and other <br /> residents whose property abuts it, this immediately sent a "red <br /> flag" up. <br /> Marty Asleson assured Mrs. Hulse that there is no plan for an <br /> easement along the old waterworks property south of the park. The <br /> board thanked Mrs. Hulse, and the others who attended for their <br /> concern and interest. <br /> Linda Elliott stated that the council is also very aware that there <br /> are a lot of mis-conceptions regarding park development in the <br /> Baldwin Lake area. She noted that two weeks ago the council <br /> approved the final plat for the Baldwin Lakes Estates development <br /> with the approximate one acre park located east of Oakwood Road and <br /> south of White Pine Road. She asked that residents who have <br /> concerns be patient with this plan for at least one year - let the <br /> park go in and let the neighborhood live with it and then come back <br /> and let the city know how they are getting along with it. Linda <br /> suggested a site plan be drawn up and more information be sent to <br /> 4 <br />
