discussion on the purchase of the George Koza property directly <br /> south of Oakwood Lane. This parcel is about 17 acres with about 11 <br /> acres that are classified as wetland. We met with the owners <br /> agents and a church group that are interested in a cooperative <br /> purchase of some sort. The owner does not want to sell off pieces <br /> of this property for fear of making it un-developable. The problem <br /> that we have encountered is that the owner has what we feel is an <br /> inflated opinion of the value of his property. There has been some <br /> discussion of possibly sharing the costs of a land appraisal to <br /> resolve in our own minds the value of the property. The owner so <br /> far indicates that the land is worth $15,000-$22,000 per acre. The <br /> figures that I have seen all indicate much lower values for raw- <br /> land. A half acre of land with a house on it is viewed at a higher <br /> rate, by the county tax assessor, but not the additional land in a <br /> parcel over the half-acre. <br /> Please refer to the attached green sheet for a recommendation. I <br /> don't like the idea of lowering our needs to mini-park, but it <br /> could be some time before another parcel is available, or it could <br /> become available tomorrow. The neighborhood has indicated to me <br /> that for the present time, they would be happy with the mini-park. <br /> AGENDA ITEM <br /> STAFF ORIGINATOR Marty Asleson <br /> DATE February 19, 1993 <br /> TOPIC Woods of Baldwin Lake Update <br /> BACKGRO <br /> A special meeting was held by the Lino Lakes Park and Recreation <br /> Board at 12:00 pm on Saturday, February 6, at the proposed park <br /> site in the Woods of Baldwin Lake Development. The purpose of the <br /> meeting was to allow the Park Board an opportunity to view the <br /> proposed site and answer questions concerning access and usable <br /> open space. There was a good representation of the neighborhood <br /> present. Basically these folks had the same questions. <br /> There was agreement by the Park Board that the site should lend <br /> itself to be a suitable short-term (could possibly be long-term) <br /> although not ideal solution to finding public open space for the <br /> neighborhood to use as a park. This would be a mini-park <br /> essentially, and further efforts would be made to secure additional <br /> land as it becomes available. <br /> The motion was passed to accept the proposed park area for the <br /> dedication requirements from the developer, with a couple of <br /> conditions.
