The park <br /> has great potential but is currently misguided. <br /> d) . purchase and development of a park in the South Baldwin Lake <br /> area. A,! <br /> 2. Long Term Goals <br /> a) . purchasing a larger athletic complex type park((A-3') in the <br /> Holly and 12th Ave. area. <br /> 1) would like to tie up land with a down payment at today's <br /> prices. <br /> 2) establish some sort of creative financing beneficial to <br /> both the city and the landowner. <br /> b) . trail development <br /> 1) would like to annually finish a predetermined length of <br /> existing unpaved trails until all existing trails are <br /> paved. <br /> 2) mandate that trails be paved by the city as they are <br /> built. <br /> D. Wet Lands <br /> To make our efforts more effective when evaluating new plats for de- <br /> velopment and parkland acquisition, we would like controlled wet lands <br /> delineated on concept plans so we may determine feasible park and trail <br /> placement. We have had problems in the past and new problems are aris- <br /> ing continually with the Army Corps of Engineers designated wet lands <br /> regulation. Our policy is: <br /> 1. attempt to avoid wet lands <br /> 2. by permit, fill as allowed to facilitate parkland, especially <br /> trails <br /> 3. our last choice involves expensive boardwalks and alternate <br /> methods of transversing wet lands <br /> E. Summary <br /> 1. Develop Parks and Recreation Program within the frame work of the <br /> Comprehensive Plan <br /> 2. Acquire land as needed at today's prices <br /> 3.
