LINO LAKES PARK BOARD 11alviv <br /> WORK SESSION v0s <br /> THURSDAYr MARCH 18, 1993 <br /> A work session of the Lino Lakes Parks and Recreation Board was <br /> held on Thursday, March 18 at 5:30 pm at Lino Lakes City Hall. In <br /> attendance were Park Board members: Brian Bourassa, Bob williams, <br /> Ken Johnson, Joe Schmidt and John Bauman. Also in attendance were <br /> Linda Elliott, City Council Liaison to the Park Board, Don Volk, <br /> Director of Public Works, Marty Asleson, Parks, Recreation and <br /> Forestry Coordinator and Carole Kohler, Parks, Recreation and <br /> Forestry Secretary. <br /> Marty Asleson explained the purpose of this work session was to <br /> inform the board of recent events regarding the Pheasant Hills <br /> Development so that they would be better informed and more prepared <br /> for discussion, should Ed Vaughan bring new issues pertaining to <br /> Pheasant Hills park dedication to the next park board meeting. <br /> The first phase of this development has been completed and it is <br /> now time to look at park dedication for the remainder of the <br /> development. Pheasant Hills park dedication is under the old park <br /> dedication policy. <br /> Apparently Mr. Vaughan has made a deal with the school district for <br /> the proposed purchase of eight acres west of his property in <br /> exchange for acreage further west. Marty pointed out that two <br /> thirds of the property the school will be acquiring could be <br /> wetlands and the land Mr. Vaughan will acquire is good buildable <br /> land. <br /> Marty distributed a copy of a Memo to Randy Schumacher, City <br /> Administrator from Ed Vaughan in which Mr. Vaughan made several <br /> offers and suggestions on how to meet his park dedication. (A copy <br /> of this Memo is attached at the end of these minutes. ) Don Volk <br /> pointed out that some of these suggestions for land use and <br /> exchanges do not apply to .the park board, but rather are a matter <br /> for the Economic Development Commission as they are working with <br /> Mr. Vaughan in that area, and that would be a separate issue not to <br /> be construed as park dedication. In the memo, Mr. Vaughan referred <br /> to "the island" several times. The board was unclear as to his <br /> meaning. The "island" dedication was not in the original dedication <br /> proposal, just the peninsula. It should be noted that when Mr. <br /> Vaughan first came to the park board with the dedication proposal <br /> he stated the size of the island" to be approximately 10 acres. In <br /> most recent calculations the size is 3.3 to 5.05 acres above the <br /> high water mark. <br /> The Comprehensive Park Plan identifies a need for a neighborhood <br /> Ref;PBSP3-93 <br /> 1 <br /> ,a <br />
