APPROVAL OF MINUTES: Al Robinson moved approval of the <br /> minutes of the January 13 , 1993 meeting as submitted and <br /> was supported by John Landers. All voted aye. Motion <br /> carried. <br /> III. OPEN MIRE: No one was present for open mike. <br /> IV. ACTION ITEMS: <br /> A. CONCEPT REVIEW - Otter Creek Estates, Roger Kolstad <br /> Mr. Roger Kolstad was present representing North Suburban <br /> Development and requesting concept review of an 80 acre <br /> subdivision proposing 180 single family R-1 lots. The <br /> property is on the eastern side of I-35E just south of <br /> Cedar Street. Homes are anticipated to be valued between <br /> $110, 000 and $130, 000. <br /> Planning Consultant Brixius presented several preliminary <br /> comments some of which are highlighted below: <br /> - Rezoning will be necessary from R to R-1 <br /> - Comprehensive Plan indicates site as RE, Rural <br /> Expansion with utilities to be provided after the year <br /> 2010. Proposal not consistent with the Plan and may be <br /> considered "leap frog" development and possibly premature <br /> - Property is located within the MUSA <br /> - Areas within the 100 year flood plain need to be <br /> delineated as do other wetland areas. Park land can not <br /> consist solely of wetland and must be reviewed and <br /> approved by Park Board <br /> - Ordinance No. 92-93 provides for a policy on the <br /> location of new development and states that the developer <br /> must demonstrate that any new development will be cost <br /> effective <br />
