Planning & Zoning Board 2 Feb. 10, 1993 <br /> - Generally the subdivision design appears well-conceived <br /> however the number of lots proposed may be optimistic <br /> - Street configuration needs some modifications including <br /> orientation of lots on Cedar Street which is classified <br /> as a collector street, double frontage lots off Otter <br /> Lake, future consideration to western triangle not a part <br /> of this plat, access to the property on to the south and <br /> east, preservation of trees on site <br /> - Expansion of utilities must be approved by City <br /> Engineer <br /> In response to these concerns, Mr. Kolstad stated that <br /> they would be willing to work with the City in <br /> redesigning the plat to conform with suggestions raised. <br /> A sewer trunk is available on Cedar Street and should not <br /> create any hardship for the City in connecting to it. A <br /> well could be installed to serve the development. The <br /> DNR and FEMA have indicated that an amendment to the <br /> flood plain map may be possible changing the flood <br /> elevation from 920' to 9161 . There are 4 to 8 acres of <br /> wetland and the developer would be willing to have these <br /> areas delineated at this time. <br /> Darrell Schneider indicated that the wetland delineation <br /> is very important at this time. In regard to a question <br /> from Kathy Nordine, Darrell questioned the feasibility of <br /> a well to serve the site and indicated that a system <br /> would need to be designed to serve the entire area adding <br /> that cost may be prohibitive at this time. <br /> John Landers asked what school district would be involved <br /> here and what the procedure was in notifying them. Staff <br /> advised that the property is in the White Bear School <br /> District. <br /> Chairman Schaps closed the discussion by indicating that <br /> although many concerns were expressed there was a <br /> favorable response to the proposal. <br /> B. CONCEPT REVIEW - Country Lakes Estates, Rich Granger <br /> Planning Consultant Brixius reviewed preliminary staff <br /> comments concerning this 40 acre plat. The property is <br /> Zoned R-1 and 67 lots are proposed. Some modifications <br /> have been made based on previous discussion with Mr. <br /> Granger. Generally this plat appears acceptable. The <br /> cul-de-sacs proposed are longer than required but <br /> alternatives do not appear available. Consideration of <br /> buildable area is questions as to whether to consider <br /> that area above the OHWM or the 100 year flood elevation. <br /> ^ Staff will be discussing this matter further. <br /> Mr. Schneider explained that development of this plat is <br />
