MEMORANDUM <br /> TO: Lino Lakes Parks and Recreation Board <br /> FROM: Marty Asleson <br /> DATE: January 28, 1993 <br /> SUBJECT: Woods of Baldwin Lake Park Dedication <br /> The Woods of Baldwin Lake Developer, Mr. Clyde Rehbein has proposed <br /> the inclosed park land dedication. The total area of the <br /> development is 10. 16 acres. The total park land dedication <br /> proposed is 2 . 18 acres, of which approximately 1. 0 acres is water <br /> and wetland. This would satisfy the 10% land dedication <br /> requirement from this developer. <br /> This park would essentially be classified as a mini park. It is <br /> strongly recommended that we pursue the additional park land needs <br /> in this area to accomplish the goal of obtaining the projected 6 <br /> acre land need for this area. The thought concerning the location <br /> of the proposed Woods Of Baldwin Lake dedication is that an <br /> appropriate arrangement may be made for using Regional Park Land at <br /> the Regional Park entrance. If negotiation for additional land to <br /> the south becomes unattainable, th43n the use of the small amount of <br /> usable land in the Regional Park with the Rehbein dedication <br /> becomes very important. <br /> We are continuing the search to the south and have been in <br /> discussion on the purchase of the George Koza property directly <br /> south of Oakwood Lane. This parcel is about 17 acres with about 11 <br /> acres that are classified as wetland. We met with the owners <br /> agents and a church group that are interested in a cooperative <br /> purchase of some sort. The owner does not want to sell off pieces <br /> of this property for fear of making it un-developable. The problem <br /> that we have encountered is that the owner has what we feel is an <br /> inflated opinion of the value of his property. There has been some <br /> discussion of possibly sharing the costs of a land appraisal to <br /> resolve in our own minds the value of the property. The owner so <br /> far indicates that the land is worth $15, 000-$22, 000 per acre. The <br /> figures that I have seen all indicate much lower values for raw- <br /> land. A half acre of land with a house on it is viewed at a higher <br /> rate, by the county tax assessor, but not the additional land in a <br /> parcel over .the half-acre. <br />
