Your application does not include <br /> alternatives, or rational for why your proposed design is the only <br /> feasible alternative. I have enclosed a copy of Minnesota Rules <br /> pertaining to the filling in of protected waters of the state of <br /> Minnesota. Please note part 6115.0191, subpart 3. , item F. <br /> Specifically, Minnesota Rules state that: <br /> 1. There must be no other feasible or practical alternative to <br /> the project which would have less impact. <br /> 2 . That the public need for the project rules out the no-build <br /> alternative. <br /> I understand that the trail must be designed for handicap <br /> accessibility. I believe though, that bridges, arches and <br /> boardwalks can be designed to accomodate these needs. Please call <br /> me if you need examples. <br /> If you have additional information which you believe should be <br /> considered in the review of your permit, or alternate design <br /> proposals, please submit them for our review. Please respond by <br /> December 20, 1992.
