AGENDA ITEM 4 G
Permit Application 93-6042
December 14, 1992
Page 3
Yes, boardwalks can probably be designed for handicapped accessibility if an agency has the capital to
do this. Lino Lakes does not. We believe that there are also other considerations. In-line skating has
become very popular. Boardwalks will create hazards for this type of use.
The City of Lino Lakes has extremely limited capital to build structures such as boardwalks and bridges.
In order to traverse the approximately 20-foot and 60-foot crossings in 2-555W, large sums of money
would be needed. Our engineers report that the alternative crossings would cost approximately an extra
$60,000.
Without the ability to culvert and pave a trail through this area, we will not, in all probability, be able
to build an alternative trail through this area for many years to come, if ever. Again, please keep in
mind that because this plat is already designed and this particular phase of the development is already
built, we now have a bituminous trail going through a cul-de-sac leading up to the 2-555W area. From
my years of experience and observation in parks and recreation, I am quite confident that people that
live in this area will build their own bridges. We will see old boards and planking, tires, and other
debris in the 2-555W area for people to step on. A culverted, bituminous trail would result in a much
cleaner environmental (wetland) situation.
The culverts would also allow us to control storm water flow rates in the area. Without the trail and
culvert, storm water flow onto the property to the east will increase, contrary to public policy and
practice.
If this permit application is approved, we would be happy to work with the Department of Natural
Resources to monitor the possible effects of water quality changes due to our proposed trail permit.
We would also be willing to work with you to develop a public awareness or environmental education
program for this area.
Thank you for your consideration in this matter.
Sincerely,
Marty Asleson
Parks and Recreation Coordinator
City of Lino Lakes
Enclosures: 4
c: Darrell Schneider
Don Volk
