CAPITAL IMPROVEMENTS PLAN - REVIEW <br /> Don Volk sent out a memo which was a 5 year budget plan. <br /> Don suggested that the parks work from this plan and if they <br /> have any other changes they would like to make, we' ll revise <br /> it . This was tabled by Chairman Ray Johnson until the <br /> January meeting so everyone has more time to look at it . <br /> OLD BUSINESS: <br /> A. Drafting letter to Council - George Lindy <br /> Chairman Ray Johnson mentioned his concern over the budget . <br /> He was not very pleased with the Park Board being cut so <br /> much on their budget . He wanted to see how every other <br /> department was cut also. <br /> Randy Schumacher said the Capital outlay has gone up over <br /> the last couple of years. The City Council has authorized <br /> dollars $ for equipment for the parks. He also talked about <br /> the freezes with State Aid and Federal dollars . We don' t <br /> want to increase our mill rate in Lino Lakes. It has to be <br /> a gradual increase over the years . <br /> Vern Reichert said that for the Park Board to have so many <br /> goals was a very healthy sign that the Board was doing their <br /> job. But, that reality is that we' ve all had cuts taken out <br /> of the City budget in every department . We have to do the <br /> best with what we have. <br /> Chairman Ray Johnson said that the City of Lino Lakes is <br /> hurting for recreational parks . We are depending on the <br /> guidance of our City Planner John Miller to find us some <br /> land to purchace for ballparks . <br /> Chairman Ray Johnson voiced his concern over what actually <br /> was in their dedicated fund. He wanted to know what amount <br /> goes into Country Lakes Park, and what they will have left <br /> over. Randy Schumacher said there would be an adjustment of <br /> about $12, 000. 00 for Country Lakes Park out of the fund. <br /> Ray also mentioned his concern about the interest the City <br /> makes on the account. He said the Park Board doesn' t see <br /> any of it . Randy disagreed and said the City has authority <br /> to use the interest any way they want to and the interest <br /> has been going into the parks. <br /> .-� What is the Councils opinion on funds? <br /> Harold Bisel said the Park Board is interested in Parkland. <br /> George Lindy said the Park Board wants to make a major land <br /> purchase and are looking for land on the S . E. portion of the <br /> city. If we deplete funds we may be sitting with parks that <br /> aren' t kept up because of lack of money. Do we not buy <br /> anymore land? What is our dedicated fund money for? <br />
