PARK BOARD <br /> March 2 , 1987 <br /> Page Two <br /> PARK IMPROVEMENT PROPOSAL - CIRCLE-LEX LIONS <br /> Mr. Stephenson and Mr. Blum of the Circle-Lex Lions appeared <br /> before the Board proposing to pay the expenses involved in <br /> installing volleyball courts at Sunrise Park . They explained <br /> that because the Lions use Sunrise Park each year for their <br /> Sandburr Days events , they feel it would be appropriate to <br /> make improvements from time to time . Discussion followed regard- <br /> ing the number of courts and the placement within the park . The <br /> Lions representatives felt that the Public Works Director should <br /> determine these things and asked that cost estimates be forwarded <br /> to the Lions before continuing with the project . <br /> MOTION : Mr. Baumann moved to accept the proposal from the Circle- <br /> Lex Lions to pay for volleyball court(s) at Sunrise Park . Deter- <br /> mination of the location of the court(s ) and whether one or two <br /> courts is appropriate should be made by the Public Works Department . <br /> Cost estimates for the project are to be forwarded to the Circle- <br /> Lex Lions before continuing with the project . Mr . Ken Johnson <br /> seconded the motion which carried unanimously . <br /> Mr. Stephenson asked Mr. Volk to also check the fence line on <br /> Sunrise Park ballfield #1 since some players feel it is too short . <br /> DENNIS ERICKSON BUILDERS - PARK DEDICATION <br /> Mr. Ficocello represented D. Erickson Builders . He presented a <br /> drawing dated 3/2/87 which he used to explain recent changes to <br /> the preliminary plat of the addition planned south"`of Birch Street . <br /> The preliminary plat which the Park Board reviewed several months <br /> ago included nearly forty acres south of Birch Street . This plat <br /> is contingent upon approval of the comprehensive plain amendment <br /> which is currently being studied by the Metropolitan Council . <br /> The City Engineer has recommended to D . Erickson that the develop- <br /> ment be expanded to include an additional approximately 15 acres <br /> along the south end. The reason for this recommendation is that <br /> a portion of the additional 15 acres is suitable for building and <br /> since the plat includes utilities , it is wise to extend the util- <br /> ities to as many hook-ups as possible . Also the inclusion of this <br /> land to the south would prevent any possible "landlock" situation . <br /> To the south of the new proposal , land `is totally unbuildable . <br /> Mr. Ficocello explained that althnugh the grading of the entire <br /> plat will be completed at the beginning ,'_ the actual building of <br /> homes and hook-up to utilities will be done in phases , from the <br /> north edge to the south edge . Because of this , the park land will <br /> not be accessible or usable until addition is completed to that <br /> point (probably in 1988) . The area proposed for park dedication <br /> is located partially in the original 40 acres and partially in the <br /> 15 acre add-on. The area proposed will meet the requirements of <br /> park land for the entire "new" preliminary plat . The area will <br /> be brought to suitable grade by D. Erickson ; the plan for possible <br /> ballfield, hockey rink and parking will be completed by the City . <br />
