BACKGROUND <br /> This application requests the approval of a 78 lot subdivision for <br /> single family detached homes on urban sized parcels. Approval will <br /> involve a Comprehensive Plan amendment, a rezoning from "ER" to "R1", <br /> a preliminary plat, and reviews by the Metropolitan Council and Waste <br /> Control Commission and the Rice Creek Watershed District and Corps of <br /> Engineers. A feasibility study for utilities have been ordered by the <br /> City Council. <br /> II. LAND USE <br /> The City's Comprehensive Plan illustrates the north third of this <br /> parcel as Urban Residential while the remaining portion is planned for <br /> Expansion Eesidential . Several areas on the site are classified as <br /> conservation/restrictive soils, which were created as areas of the <br /> community which cannot practically sustain urban development. The <br /> Task Force has recommended one acre lots to be resubdivided when <br /> sanitary sewer is available. <br /> III. SEWER POLICY PLAN <br /> This plat falls within an area planned for sewer service within the <br /> near future. The City Engineer should advise the city as to the <br /> feasibility and process for providing sanitary sewer and water <br /> services to this plat prior to a final review of this plat. <br /> IV. ZONING <br /> The entire parcel is currently zoned "ER" and would require a rezoning <br /> to "R1" to allow urban size lots to be platted. The property to the <br /> north of this site is currently zoned "R1" and thus it would not be <br /> considered a spot zoning. The minimum lot size allowed i1n an "R1" <br /> zone is 11,250 square feet. <br /> V. SUBDIVISION REGULATIONS <br /> The street and lot layout is generally acceptable.
