PARK BOARD MEETING
November 3, 1986
Page Two
sidering two other possible sites, one in Circle Pines and is
negotiating with the School District. The location with the
School District may prove to be too costly; Circle Pines will
be holding a public hearing regarding their location. Mr.
Arntzen will forward any information derived from that meeting.
He is also compiling data from different arenas and will
forward that information also.
LEASE OF SCHOOL PROPERTY FOR USE AS CITY PARR
The question was raised why a five-year rental period? Be-
cause it gives the School Board some leeway should they need
to build a school. Don Volk estimated costs under $1, 000 . 00
for grass/sod, etc. (not including fences ) .
A motion was made to enter into the Lease Agreement as written
with Sch000l District No. 12 . The motion was seconded and
carried unanimously.
BMX TRACK INSURANCE
The Park Board requested that the staff contact the new
association requesting a decision prior to the December Park
Board meeting on their intentions (including a copy of the
letter from the insurance company) . Don Volk will research
what other tracks in the area are doing in terms of insurance
coverage; such as who carries the coverage, the City or the
association/organization?
BALDWIN LAKE PROPERTY OFFERED BY THE CITY OF ST. PAUL
Three letters have been received in response to our letter of
September 26th. The main concern of nearby residents in the
possible purchase of this land seems to be controlling
vehicles that now race up and down the area. The land is
basically without value except at a great cost to develop
and maintain, and much of the area is under water in the
Spring. Perhaps St. Paul would be agreeable to an offer
in order to eliminate the maintenance requirements they
now experience. A motion was made to offer the City of
St. Paul $1 . 00 for the property, with the City of Lino Lakes
to pay all administrative/transfer costs incurred. The
motion was seconded and carried unanimously. The Board asks
that this offer be presented with wordage referring to the
fact that this offer will eliminate further maintenance
expenditures and nuisance problems for the City of St. Paul.
